    The Modern Public Library spirit,that is "equality and free" is formed in the development of history,and it is revitalized after the reform and opening in China and has been widely recognized.Today's the fact that the Public Library has been freely open to the society is just the embodiment of it sprit.Essentially,university Library has the same function with the Public ones in that they should both serve the Public.While the major function of the university Library is to serve for the teaching and scientific research in universities,it is obliged to open to the society.The underlying cause of its close to the society is the unbalanced development of libraries in China and some limitation in resources,security management and economic difficulties.

    Abstract:

    Provides a general description of the movement for Library services for children and children’s libraries, together with the Modern Public Library movement in post‐war Japan. The Bunko as a home Library, or a community‐based small Library, is quite characteristic of Japan. The Bunko movement played an important role in improving the reading environment of children and the Library service for children. The Chusho‐report (1963) and Shimin‐no‐Toshokan (1970) changed the concept of the Public Library in Japan. They contributed to an increase in reading facilities for children and the establishment of new Public libraries. Children’s libraries at the national, Public and private level are also described.
