Utilizing a ‘critical’ case – Vale from Brazil – we analyze different conditions that enable greater autonomy for and greater government control over Multinational State hybrids in the context of internationalization. We contribute to the international business literature by generating a novel framework that considers the effects of market trends (extractive industry) and non-market trends (home country policies) on the internationalization of State hybrids.

Critical Review of International Social and Political Philosophy, 2003Co-Authors: Josep CostaAbstract:This article examines the relevance of a theory of the Multinational State for the evaluation of claims for self-determination and secession. Considerations of ‘ethnocultural justice’ imply that the recognition of the Multinational character of a State – or the granting of some of the minority nations' demands – is a matter of justice. If these requirements are not met, secession could be justified. Indeed, if secession needs a just cause (as it has been argued), a failure to build a truly Multinational arrangement can be a valid reason for a minority nation to secede. An approach like the one proposed would also contribute to the resolution of some of the key problems of the three main theories of secession and their appeals to nationalism, choice and remedial rights.

Social Science Research Network, 2017Co-Authors: Artur MochalovAbstract:Russian Abstract: В статье рассматриваются проблемные вопросы отражения этнического фактора в организации территории государства, анализируются современные подходы к пониманию природы этничности, этнических общностей, а также их коллективной правосубъектности; исследуется связь между этническими общностями и территорией. Придерживаясь конструктивистских взглядов на этничность и понимая ее как результат индивидуального выбора каждого человека, автор тем не менее считает допустимым использование категории «этническая группа» для анализа процессов, связанных с политико-территориальным устройством государства. В статье аргументируется тезис о том, что феномен многонационального государства, к атрибутам которого относятся этнический федерализм и национально- территориальная автономия, не есть порождение «советского» понимания «национального вопроса»; он отражает глобальные тенденции, начавшиеся с появлением государств-наций. Утверждается, что логика национализма, сопровождавшего формирование европейских наций, в ряде государств была спроецирована на этнические меньшинства, которые в результате стали рассматриваться как «внутренние нации». Предоставляемая этническим регионам территориальная автономия при этом воспроизводит основные черты государства-нации в качестве его «облегченной» версии. По мнению автора, этнический федерализм и национально-территориальные автономии возникали в тех государствах, где существовал внутренний этнонационализм и были сильны позиции региональных этнических элит. Учет этнического фактора в государственном устройстве чаще всего носит вынужденный характер и является результатом компромисса, достигнутого между этническими элитами и политическим руководством страны. В странах, правительства которых либо не сталкивались с региональным этнонационализмом, либо обладали достаточными ресурсами для его подавления (например, путем принудительной ассимиляции), выбиралась модель мононационального государства, не предполагавшая каких-либо уступок в виде территориального обособления этнических общностей или специального статуса занимаемых ими регионов. Однако даже в таких государствах сегодня возможен ренессанс этнонационализма. English Abstract: The article discusses problematic issues concerning reflection on the ethnic factor in organization of territorial structure of a State. The author analyzes modern approaches of understanding ethnicity, ethnic groups, and their collective rights in constitutional law. In addition, the interrelation between ethnicity and territory is discussed. However, being an advocate of the constructivist paradigm, and considering ethnicity as a result of individual choice, the author recognizes possibility of using the term “ethnic group” as an analytical category in studying political processes relating to territorial structure of States.It is argued that ethnic federalism and national-territorial autonomy is the result of global tendencies, which have started since emergence of nation-States, rather than a creature of so-called “Soviet” conception of the “national question”. The author States that the European logic of nationalism was transferred into ethnic minorities. Consequently, many minority groups are considered as “home nations”, or “internal nations”. Territorial autonomy of regions inhabited by “home nations” repeats the main features of nation- State, and represents its “light” version.From the author's view, ethnic federalism and national-territorial autonomy arose in the States with internal ethno-nationalism where regional ethnic elites had strong positions. Reflection of “ethnic factor” in territorial structure of a State is often a compelled compromise between ethnic elites and the government. In those States where there isno internal ethno-nationalism or where the governments have sufficient resources for its elimination (by assimilation, for example) the model of “mono-national” State is usually applied. This model rejects any special status for territorially concentrated ethnic communities or ‘ethnic' regions. However, today the rise of ethno-nationalism can occur even in 'mono-national' States.

the parade of sovereignties testing theories of secession in the soviet setting
British Journal of Political Science, 2000Co-Authors: Henry E HaleAbstract:This article asks why some ethnically distinct regions fight fiercely to secede while others struggle to save the same Multinational State. It tests competing explanations using a new dataset containing forty-five cases, significantly more than any previous study in the Soviet setting. The empirical results confirm arguments that the most separatist regions tend to be those possessing the most wealth, containing the least assimilated ethnic groups and already enjoying the greatest levels of autonomy. Demonstration effects are also found to be powerful. No support is found for prominent theories pointing to group upward mobility and ‘skill sets’ as being decisive. Group histories of grievous exploitation or national independence are found not to explain patterns of secessionism.
