    Abstract:

    Cet article examine les relations entre l’État et le marché dans les interactions entre la réglementation environnementale et les stratégies d’entreprise mises en œuvre dans le secteur de l’extraction minière à partir d’une analyse de cas : le projet Minas-Rio (extraction, transport et exportation de minerai de fer) porté dans le Minas Gerais par l’entreprise Anglo American. L’analyse révèle de nouvelles pratiques en matière de flexibilisation des règles environnementales, notamment à l’occasion de l’attribution de l’homologation du projet marquée par la régression de son institutionnalisation. Plusieurs modèles séquentiels de (re)configuration institutionnelle sont mis en lumière en relation avec le développement mondial de l’industrie d’extraction minière et avec les innovations stratégiques observées dans les comportements des entreprises. Cette recherche de nature qualitative s’appuie sur une observation participante, des analyses documentaires et plusieurs entretiens semi-directifs dans l’État fédéré du Minas Gerais et dans la municipalité de Conceição do Mato Dentro.Esse artigo discute as relações Estado-mercado a partir das transformações inter-relacionadas que ocorrem no regime institucional de regulação ambiental no Brasil, no padrão de operação da mineração de grande escala e nas estratégias corporativas do setor, em especial em suas dimensões institucional e territorial em escalas local e regional. Analisa o Projeto Minas-Rio, da Anglo American, como um caso exemplar de um novo ciclo de flexibilização da regulação ambiental no país, centrado no licenciamento ambiental e orientado a uma institucionalização regressiva. Os resultados apontam padrões sequenciais de (re)configuração institucional e sua relação com a conformação global da indústria extrativa mineral e com inovações estratégicas no comportamento empresarial. A pesquisa, de ordem qualitativa, mobilizou técnicas de observação direta e participante, análise documental e entrevistas com roteiro semiestruturado e/ou informais, enfocando o estado de Minas Gerais e o município de Conceição do Mato Dentro.This article analyzes state-market relations based on interrelated changes in the institutional framework of (i) environmental regulation in Brazil; (ii) the global, Operational Standard of large-scale mining and; (iii) on local and regional level, corporate strategies, especially in relation to its institutional and territorial domains. It analyzes Anglo American's Minas-Rio Project as an exemplary case of a new cycle of loosening environmental regulation in Brazil, focused on environmental licensing and oriented towards a regressive institutionalization.     Abstract:

    Abstract. We assess the Standard Operational nitrogen dioxide (NO2) data product (OMNO2, version 2.1) retrieved from the Ozone Monitoring Instrument (OMI) onboard NASA's Aura satellite using a combination of aircraft and surface in~situ measurements as well as ground-based column measurements at several locations and a bottom-up NOx emission inventory over the continental US. Despite considerable sampling differences, NO2 vertical column densities from OMI are modestly correlated (r = 0.3–0.8) with in situ measurements of tropospheric NO2 from aircraft, ground-based observations of NO2 columns from MAX-DOAS and Pandora instruments, in situ surface NO2 measurements from photolytic converter instruments, and a bottom-up NOx emission inventory. Overall, OMI retrievals tend to be lower in urban regions and higher in remote areas, but generally agree with other measurements to within ± 20%. No consistent seasonal bias is evident. Contrasting results between different data sets reveal complexities behind NO2 validation. Since validation data sets are scarce and are limited in space and time, validation of the global product is still limited in scope by spatial and temporal coverage and retrieval conditions. Monthly mean vertical NO2 profile shapes from the Global Modeling Initiative (GMI) chemistry-transport model (CTM) used in the OMI retrievals are highly consistent with in situ aircraft measurements, but these measured profiles exhibit considerable day-to-day variation, affecting the retrieved daily NO2 columns by up to 40%. This assessment of OMI tropospheric NO2 columns, together with the comparison of OMI-retrieved and model-simulated NO2 columns, could offer diagnostic evaluation of the model.
