    Abstract:

    The modem view of organisations assumes that Organisational processes are associated with the creation of new knowledge. Moreover it is recognised that this knowledge needs to be shared and reused. The concept of Organisational Memory (OM) is indispensable in this respect as a collection of knowledge that can and should be applied in the context of current activities. In this sense, OM is dynamically maintained and facilitates Organisational leaming. It is these aspects, as components of knowledge management, that enables organisations to evolve and transform in response to their dynamic environment and internal changes. Recognition of Organisational knowledge as a resource has prompted an increased interest in research into OM. From the information systems perspective, the focus is on OM systems (OMS) and the technology to support such systems to achieve the desired Organisational outcomes. In this paper we constrain our discussion of OMS to its external manifestations (and exclude what people know) because such explicit manifestation of Memory can be supported with information technology. However, the danger inherent in focussing on an OMS facilitated by information technology is that Organisational knowledge can be (mis)interpreted as simply an information store. This would repeat the history of information systems failure where the mere provision of, or access to, information or technology is deemed to constitute Organisational outcomes. We believe that the approach outlined in this paper specifically precludes such misunderstanding Our objective for this paper is to provide a broad position on the issues related to OMS research and practice. In addition the paper identifies a number of directions which will need to be followed in order to establish a strong theory of OMS with benefits flowing from the application of theory into practice.

    An Organisational Memory information system (OMIS) is a computer-based information system that supports the capture, storage, and recall of Organisational Memory. A wide range of information technologies have been proposed as the means for Organisational Memory information systems. This paper describes a project to evaluate the quality of decision making using a case-base as the technology for an Organisational Memory aid. The paper reports specifically on the efficiency of the decision making process when using a case-based OMIS as a decision aid.

    Abstract:

    In this paper we discuss Organisational Memory systems in a modern organisation. In such an environment work activity assumes not only task performance, but also the review and re-assessment of the work done in order to understand and learn from the experience. These latter aspects represent 'knowledge work'. From the point of view of knowledge work, an enhanced decision support systems approach can be applied to accommodate tasks that have an Organisational dimension, involve a range of knowledge processes, address multiple use in recurring situations, and involve many users. We term such an approach Intelligent Decision Support (IDS) with an OMS as an integral component. In the IDS approach, Organisational effectiveness is addressed by facilitating learning in the organisation, which is supported by access to the Organisational knowledge stored in the OMS. We propose a schema to facilitate such learning processes by building and preserving instances and episodes of individual work as Specific Domain Models. In IDS, these models can also serve other purposes, in particular, as mechanisms for knowledge sharing and reuse, further enhancing Organisational effectiveness.

    Abstract:

    Lack of continuity is a problem for survey-based epidemiological research. Poor access to experience and inadequate retention of information means new projects seldom build on successful predecessors to the maximum possible extent. We have designed a data management framework which addresses this problem using a well-known information systems approach. Our ideas provide a means of storing data in a manner which reflects the original research concepts. This makes collected data accessible and understandable without reference to the questionnaire, and allows new questionnaires to be designed quickly and easily. Our framework provides a means for recording developmental, conceptual and other supporting information and documentation which is traditionally poorly conserved. We illustrate the components of the framework using a major Australian epidemiological project as a case study. Once the necessary software is developed, our framework will improve Organisational Memory within individual research units and has the potential to become a valuable support tool for survey-based research.

We argue that understanding how people make use of distributed knowledge is crucial to the design of an Organisational Memory. However, we take the perspective that an ‘Organisational Memory’ is not technology dependant, but is an emergent property of group interaction. In this sense, the technology does not form the Organisational Memory, but provides a novel means of augmenting the co-ordination of collaborative action. The study examines the generation, development and maintenance of knowledge repositories and archives. The knowledge and information captured in the Organisational Memory enabled the team members to establish a common understanding of the design and to gain an appreciation of the issues and concerns of the other disciplines.
