    Abstract:

    Value for money in a PFI project depends crucially on Performance Monitoring to provide incentives for improvement and to ensure that service delivery is in accordance with the output specification. However, the effectiveness of Performance Monitoring and output specification cannot be fully assessed until PFI projects become operational. There is a need to examine the role of the Performance Monitoring mechanism in ensuring that ‘value for money’ is achieved throughout the delivery of services. Based on semi‐structured interviews with key stakeholders from the public and private sectors, the case studies suggest that there are low levels of Performance deductions in PFI projects during the operational phase. However, the complexity of Performance measurement, inadequate resources for Performance Monitoring and the difficulties in the interpretation of the output specification raise questions as to whether the low level of deductions truly reflect the actual level of services delivered. However, the effectiveness of Performance Monitoring and output specification cannot be fully assessed until PFI projects become operational. There is a need to examine the role of the Performance Monitoring mechanism in ensuring that 'value for money' is achieved throughout the delivery of services. There is also evidence of the public sector forgoing entitled deductions in the 'spirit of partnership' and in exchange for minor contract variations in the output specification. Both the public and private sectors are undergoing a learning process which should lead to improvements in future PFI contracts.

    Abstract:

    Blockchain systems, with the characteristics of decentralization, irreversibility and traceability, have attracted a lot of attentions recently. However, the current Performance of blockchain is poor, which becomes a major constraint of its applications. Additionally, different blockchain systems lack standard Performance Monitoring approach which can automatically adapt to different systems and provide detailed and real-time Performance information. To solve this problem, we propose overall Performance metrics and detailed Performance metrics for the users to know the exact Performance in different stages of the blockchain. Then we propose a Performance Monitoring framework with a log-based method. It has advantages of lower overhead, more details, and better scalability than the previous Performance Monitoring approaches. Finally we implement the framework to monitor four well-known blockchain systems, using a set of 1,000 open-source smart contracts. The experimental results show that our framework can make detailed and real-time Performance Monitoring of blockchain systems. We also provide some suggestions for the future development of blockchain systems.

    Progress in optical networking has stimulated interest in optical Performance Monitoring (OPM), particularly regarding signal quality measures such as optical signal-to-noise ratio (SNR), Q-factor, and dispersion. These advanced Monitoring methods have the potential to extend fault management and quality-of-service (QoS) Monitoring into the optical domain. This paper reviews OPM applications and techniques, while examining the role of OPM as an enabling technology for advances in high-speed and optically switched networks.
