    Abstract:

    The massive development of intermittent renewable energy technologies in power systems affects the operation of electrical systems. Due to technical limitations and investments needed to maintain the current electrical security level, issues related to dispatching, static and dynamic stability could stop the development of these distributed renewable energy sources (RES). The subject of the PhD is to develop a tool to study the uncertainties of PV power and load forecasting in an urban network. Firstly, the uncertainties are modeled by studying the uncertainty nature of PV power and load. With stochastic methods, the day-ahead operating reserve (OR) is quantified by taking into account an associated reliability risk index. Then the OR is dispatched into different power generators (active PV generators and micro gas turbines). To minimize the microgrid total operational cost and/or equivalent CO2 emissions, day-ahead optimal operational Planning and dispatching of the OR into different power generators is implemented. Finally, a freeware “A User-friendly Energy Management System and Operational Planning Supervisor” is developed based on the Matlab GUI to conceptualize the overall system operation

    The key problem of urban conglomeration development is regional coordination,the settlement to the problem is governance.It is an important task to establish the regional coordination mechanisms,which play the regional advantage and enhance competitiveness.Based on Governance,the implementation of the Mid-inner Yunnan Urban Conglomeration Coordination and Development Mechanisms,will help to break the lack of coordination and participation in the management structure,that the parties through consultation reached the rationality and scientific management.Through the establishment of standing institutions and coordination meeting system,to consult the urban conglomeration Planning,the regional projects,the provincial and city Planning,the spatial governance areas and to promote the project etc.And to take advantage of the annual implementation report,dynamic Supervisory information systems and Planning Supervisor systems to supervise the implementation of plans.At all stages,through expert consultation,the relevant interest groups,industry representatives units,public participation to enhance the supervision of the implementation.

    This paper describes the design and construction of the new North Stand at Manchester United Football Club. Watson Steel Limited was responsible for the design and construction of the structural steel framework to a brief prepared by architect Atherden-Fuller and consulting engineer Campbell Reith Hill. The overall management of the construction was undertaken by Hilstone Laurie, which also acted as Planning Supervisor and principal contractor in relation to the recently introduced CDM Regulations.
