Is Previous Removal From the United States a Marker for High Recidivism Risk? Results From a 9-Year Follow-Up Study of Criminally Involved Unauthorized Immigrants:
Criminal Justice Policy Review, 2014Co-Authors: Laura J. Hickman, Jennifer S. Wong, Marika Suttorp-boothAbstract:The present study examines the long-term recidivism patterns of a group of unauthorized immigrants identified to be at high risk of recidivism. Using a sample of 517 male unauthorized immigrants, we used three measures of recidivism to assess 9-year rearrest differences between unauthorized immigrants who have and who have not been previously removed from the United States. Results indicate that prior removal was a significant risk marker for recidivism, with previously removed immigrants showing a higher likelihood of rearrest, a greater frequency of rearrest, and a more rapid time-to-first rearrest. While the present study does not establish whether previous removal is a consistent indicator of high recidivism, it suggests that this group of unauthorized immigrants may be worthy of review and Policy Consideration. Much potential value for law enforcement lies in the sharing of federal immigration records with academics to further study the outcomes of unauthorized immigrants.

a legal study of sexual harassment in private higher education institution in malaysia Policy Consideration sairun syakira saiman
2018Co-Authors: Sairun Syakira SaimanAbstract:This study was conducted to investigate the Policy Consideration of Sexual Harassment in Private Higher Education Institution in Malaysia. The study involved the comparative on regulation available in Malaysia and other countries in govern the sexual harassment offence especially towards the tertiary education level. The prevalent studies also said that, the sexual harassment is one of contemporary silent issues in academic setting. The experience of sexual harassment in schools and institutions of higher learning is a serious social problem which could worsen the woeful academic performance of the victims. In this research, there are two different approaches being used: (i) qualitative (comparing the available regulative measure) and (ii) quantitative approaches (conduct interview among the staff and distribute the survey form to the students in selected private higher education within Kuala Lumpur and Klang Valley area). The results showed that there are a number of students who experienced sexual harassment during the study in the private college respectively. Supported with the statistic of the sexual harassment reported in previous studies, it shows that, it is a need for the private higher education institution to implement the sexual harassment Policy in their institution. For the interview conducted, two out of three interviewees strongly supported the implementation of sexual harassment Policy in the private higher education institutions whilst one of the interviewee will support the implementation of the Policy on sexual harassment in private higher education institution, providing that, the culture among the students could accept such Policy. Another is, the way to implement the Policy effectively. Besides, the other method used in this paper is, comparing the existing regulative measure on sexual harassment Policy in higher education between Malaysia and other countries has been done. The result from the comparison of law made can be concluded that, Policy or regulation has their own pre-eminence in uphold the rules on sexual harassment among the students. However, the researcher found that, there is no specific explanation in term of punishment (such as punishment of fine, whipped etc) being stated in the Policy or law respectively especially in Malaysia. Therefore, the Policy on sexual harassment in private higher education institution should be consider to be developed to provide a safety study environment and give the correct procedure whenever they faced the sexual harassment in study place respectively.

comparative tuberculosis tb prevention effectiveness in children of bacillus calmette guerin bcg vaccines from different sources kazakhstan
PLOS ONE, 2012Co-Authors: M O Favorov, Mohammad Ali, Aigul Tursunbayeva, Indira Aitmagambetova, Paul B Kilgore, Shakhimurat Ismailov, Terence ChorbaAbstract:Background Except during a 1-year period when BCG vaccine was not routinely administered, annual coverage of infants with Bacillus Calmette-Guerin (BCG) in Kazakhstan since 2002 has exceeded 95%. BCG preparations from different sources (Japan, Serbia, and Russia) or none were used exclusively in comparable 7-month time-frames, September through March, in 4 successive years beginning in 2002. Our objective was to assess relative effectiveness of BCG immunization. Methods/Findings We compared outcomes of birth cohorts from the 4 time-frames retrospectively. Three cohorts received vaccine from one of three manufacturers exclusively, and one cohort was not vaccinated. Cohorts were followed for 3 years for notifications of clinical TB and of culture-confirmed TB, and for 21 months for TB meningitis notifications. Prevention effectiveness based on relative risk of TB incidence was calculated for each vaccinated cohort compared to the non-vaccinated cohort. Although there were differences in prevention effectiveness observed among the three BCG vaccines, all were protective. The Japanese vaccine (currently used in Kazakhstan), the Serbian vaccine, and the Russian vaccine respectively were 69%, 43%, and 22% effective with respect to clinical TB notifications, and 92%, 82%, and 51% effective with respect to culture confirmed TB. All three vaccines were >70% effective with respect to TB meningitis. Limitations Potential limitations included Considerations that 1) the methodology used was retrospective, 2) multiple risk factors could have varied between cohorts and affected prevention effectiveness measures, 3) most cases were clinically diagnosed, and TB culture-positive case numbers and TB meningitis case numbers were sparse, and 4) small variations in reported population TB burden could have affected relative risk of exposure for cohorts. Conclusions/Significance All three BCG vaccines evaluated were protective against TB, and prevention effectiveness varied by manufacturer. When setting national immunization Policy, Consideration should be given to prevention effectiveness of BCG preparations.
