Priority Service and max-min fairness

We assume that each user chooses priorities to maximize its own net benefit, and model the resulting interaction among users as a noncooperative game. We show that there exists an unique equilibrium for this game and that in equilibrium the bandwidth allocation is weighted max-min fair.

Maritime Economics & Logistics, 2005Co-Authors: Branislav Dragović, Nam Kyu Park, Zoran Radmilović, Vladislav MarašAbstract:Simulation of the logistics activities related to the arrival, berthing, Service and departure processes of ships in container ports can be carried out for different goals such as design of ship-berth link, increase productivity and efficiency of quay cranes, analysis and planning of operations at the ship-berth link, etc. These logistics activities are particularly complex and very costly since they require the combined use of expensive infrastructure capacities especially berths and quay cranes. Ship-berth link as a main port link is required to serve ships as quickly as possible. Thus, in order to successfully design and develop ship-berth link in a container port and utilise it as efficiently as possible, it is necessary to develop a simulation model that will support decision-making processes of terminal managers. The results, analysis and conclusions given in this paper are intended to provide guidance on achieving time efficiency and accuracy in the modelling of ship-berth link and calibration of ship-berth link simulation models for Pusan East Container Terminal (PECT).

We argue that while new smart grid technologies are cheaper and provide more functionality the barrier to demand response implementation at the retail level lies in the development of business models that will incentivize customer participation on the retail side and facilitate integration of the aggregate responses into the wholesale market. We then describe such a model that is based on the concept of Priority Service where customer can choose different levels of interruption for segments of their loads which they can reallocate at will within the household. We review the theory of efficient pricing of such Service along with alternative implementation forms. We then illustrate by means of an example the potential economic gains of such an approach.

This conceptual paradigm is illustrated through a specific proposal for a multilevel Emergency Interruptable Load Response Service (EILS) program at ERCOT.

There is a single server in the primary queue but the secondary queue has no Service facility and only serves as a holding queue for the overloaded primary queue. The dual queue has the additional feature of a Priority scheme to help reduce congestion. Two classes of customers, class 1 and 2, arrive to the dual queue as two independent Poisson processes and the single server in the primary queue dispenses an exponentially distributed Service time at the rate which is dependent on the customer's class. The Service discipline is preemptive Priority with Priority given to class 1 over class 2 customers. In this paper, we use matrix-analytic method to construct the infinitesimal generator of the system and also to provide a detailed analysis of the expected waiting time of each class of customers in both queues.

The dual queue has the additional feature of a Priority scheme to assist in congestion control. Detailed structure of the infinitesimal generator matrix is derived and used in the solution process. Using a computational algorithm, which utilises a combination of iterative and elementary matrix techniques, the steady state solution is obtained for all queues with a finite buffer. Finally, we present numerical examples to illustrate the algorithm.

Subsidy free pricing of interruptible Service contracts

GropperAbstract:Abstract This article analyzes the issue of cross-subsidy in the pricing structure of a utility offering interruptible Service contracts. Utilizing a simple theoretical model in which available capacity is subject to random shocks, we derive a set of sufficient conditions for the presence of subsidies in the pricing of Priority Service. We find that low Priority customers receive no subsidies whenever they pay prices in excess of variable costs. A test for subsidies to high Priority customers is derived that can be implemented utilizing available information. Extensions of the analysis are discussed.
