    Abstract Governments worldwide have made a significant financial commitment to combat increasing traffic congestion and ageing transport networks over the next decade. However, large-scale transport projects are often late, over-budget, and below quality, making it difficult to future-proof assets and accommodate unanticipated changes. Evidence indicates that the traditional Procurement model for large-scale projects used by Australian State Governments, for example, fails to deliver expected benefits. Markedly, a focused Policy-making pathway is absent, especially for future-proofing these complex projects. Hence, the need to move away from a prevailing ‘understand, reduce, respond’ to a more adequate ‘understand, embrace, adapt’ attitude towards complexity and uncertainty in project Procurement. The enabling functions of asset management, digitization, delivery, and finance might help. However, little is known about how they can coalesce to form a Policy-making pathway to provide governments value for money outcomes and ensure assets are future-proofed. In this paper, we fill this void by reviewing the normative literature and proposing a conceptual approach. The issues we examine are of the utmost interest to governments worldwide as they grapple with designing, constructing, operating and maintaining transport assets that are both resilient to unexpected events and adaptable to changing needs, uses or capacities including climate change.

    Abstract Before the 2019 Coronavirus Disease (COVID-19) outbreak, the Australian Commonwealth and State Governments invested significantly in the upgrade and construction of large-scale transport infrastructure projects (>AU$500 million). However, two trends prevail in Australia. Concessionaires/contractors face a requirement for fixed-price contracts, high levels of risk, and low margins. Concomitantly, an increasing number of projects have experienced significant cost blowouts, with adverse impacts on both the public and private sectors. Calls for the public sector to engage with collaborative Procurement approaches to deliver large-scale transport projects, however, have gone unheeded. In this paper, we critically review existing policies and practices used to procure large-scale transport projects and examine the challenges they pose in a post-COVID-19 world. We suggest that the public and private sectors need to work in unison to overcome the significant economic hurdles that COVID-19 presents to the nation's infrastructure demands. We then proffer that governments need to re-calibrate their Procurement policies to future-proof their large-scale transport infrastructure projects. To facilitate the process of re-calibration, we develop a theoretical Procurement framework for consideration based on the concepts of shared leadership, value creation, and risks. It is envisaged that our Procurement framework will provide a platform for engendering economic value and accounting for all-important societal costs and benefits in a world post pandemic.

    Abstract:

    The U.S. federal government is reported to be the world’s largest purchaser, which gives it the potential to wield its buying power to achieve ‘secondary’ policies such as protecting the environment and promoting the market for sustainable consumer products. This paper specifically addresses federal Procurement of consumer products and examines the degree to which agencies must purchase ‘green’ products that minimize upstream environmental impacts or otherwise have low “embedded” carbon. These policies are important because Procurement preferences for sustainable goods can provide demand-side market incentives that may function as a catalyst to promote the development of green goods in the broader consumer market as a whole. Part I below first reviews the history of green product Procurement in the U.S., the foundation for which was established by the policies of the Clinton and Bush Administrations, while Part II discusses how President Obama has expanded these sustainable purchasing requirements. Parts III and IV address the extent to which these current rules treat lifecycle analysis and/or otherwise account for upstream greenhouse gases or other impacts in the supply chain.

    Abstract:

    The European Union has adopted policies to “green” its public purchasing to promote environmental sustainability. With over nineteen percent of GDP in the EU spent on government Procurement, the European Commission (EC) recognizes the potential impact of sustainable public Procurement on the environment and the economy. This paper discusses EC central Policy directives Policy on government Procurement of eco-friendly products through its “Green Product Program” (GPP), which seeks to foster a market for sustainable products through government buying power. Despite these efforts, green Procurement in the EU has had limited success, perhaps given that the EC’s Procurement directives are primarily voluntary and due to differing priorities among EU countries, which can lead to wide variations in uptake of sustainable Procurement policies. Further, even for countries that favor green Procurement, the existing Procurement directives leave unanswered the question of to what extent agencies may make purchasing decisions based on full lifecycle analysis or other environment-friendly preferences for low-carbon production methods.Changes are underway, however, that will likely give EU Member States greater latitude to take these environmental factors into account. First, the EU’s emerging voluntary ‘lifecycle product footprint’ methodology, although not yet required in Procurement, may help agencies assess the GHG impact of the products they procure, at least where vendors voluntarily disclose product ‘carbon footprints.’ Second, the European Commission’s efforts too overhaul its general Procurement directives will give EU countries more leeway to account for upstream environmental impacts and “process and production methods” (PPMs). These steps will enable the EU to influence the market for green products by encouraging a shift towards upstream, supply chain carbon accounting.

  • Carbon footprint in green public Procurement: Policy evaluation from a case study in the food sector

    Several projects across Europe are focused on improving sustainability of public Procurements; however, few of them are measuring the environmental savings achieved by specific policies through the application of environmental impact assessment indicators.In this paper, we calculate environmental savings by applying a carbon footprint analysis to three food policies implemented by the City of Turin (Italy) in the school catering service (school years 2012/13 and 2013/14). The policies are focused on (I) the production of food (with the requirement of integrated or organic products), (II) the geographical origin of the food (with the requirement of regional food provisioning) and (III) the improvement of urban distribution (with the requirement of shifting to natural gas vehicles). The climate change potential of five of the most consumed foods were studied according to three main phases of the supply chain: production (including all processes in a cradle-to-gate perspective), provisioning (focusing on the transportation from production sites to the peripheral food hubs of the city), and distribution (focusing on the transportation from the city hubs to schools).The results of this study highlight the different climate impacts of the three phases of the supply chain, in particular 61-70% of the greenhouse gases are emitted in the production phase, 6-11% in the provisioning phase and 24-28% in urban distribution. As a consequence, policies that affect production practices have the greatest potential for reducing the carbon footprint of the catering service. Other policies (such as those on transportation) can have controversial effects. Therefore, to improve planning of sustainability policies, the greenhouse gas emission savings achieved by each Policy must be analysed in-depth.
