    Success has always been the ultimate goal of every activity, and a construction project is no exception. Due to the ambiguous definition of project success and the different perceptions of participants toward this concept, it may be difficult to tell whether a project is successful as there is a lack of consensus. Time, cost, and quality have long been the success criteria used to evaluate the performance of a construction project. However, such a list has been criticized as not being comprehensive.     Abstract:

    A number of Procurement selection Systems have been developed over the last decade. The use of multi-attribute decision analysis has been considered the foremost technique for examining client needs and the weightings of preferences from experts for each Procurement System in the most objective way available. However, the major difficulty of these selection models lies in the lack of consensus among the experts on the utility factor of the selection criteria. To overcome these deficiencies, a Delphi technique was adopted to develop a multi-attribute model. Four rounds of Delphi surveys were conducted. A statistically significant consensus on the weighting of the utility factors for each Procurement System was obtained from eight experts. The results vividly reveal that the Delphi method is a powerful and appropriate technique for deriving objective opinions in a rather subjective area such as the multi-attribute model for the selection of Procurement System.

    Design/build project delivery is experiencing expansive growth in both the private and the public sectors. Owners are driving the change away from the traditional design/bid/build method. This change and changes in federal Procurement laws necessitate investigation, formalization, and development of new design/build guidelines and practices. Public-sector use of design/build represents a fundamental departure from traditional competitive, low-bid Procurement procedures. Understanding the evolution and current trends in public-sector design/build provides a foundation for developing uniform guidelines and practices. This paper describes the rapid evolution of public-sector design/build and analyzes results from 104 completed public-sector design/build projects.     Abstract:

    Purpose – The purpose of this paper is to attempt to shed light on Procurement innovation by examining two state-of-the-art Procurement Systems in China – an agent-construction System (ACS or in Chinese Dai Jian Zhi) and public-private partnership (PPP), with special consideration given to the Systems’ particular political, economic, social, technological, environmental, and legal (PESTEL) background. Design/methodology/approach – The paper does so by using content analyses, semi-structured interviews, and a “PESTEL-Procurement Innovation” framework. Findings – It is found that PPP has not been as popular as expected, while the ACS, which is little known to the international construction management community, is widespread in China. The study of ACS and PPP further reveals that congruence between a Procurement System and its external PESTEL conditions is essential for Procurement innovation.     Purpose – The successful implementation of an optimal online System for specification and Procurement has been impeded by the existence of semi‐structured or non‐structured product information held in catalogues in various formats. Consequently, a significant amount of time is spent in gathering relevant information. Proposes introducing a successful optimal online specification and Procurement System for construction products.Design/methodology/approach – The design and specification of the prototype were based on the analysis of closely related agent‐based implementations in various domains.Findings – In the development phase it emerged that agent infrastructure is still maturing, even when a stable development environment is finally available.
