    Abstract:

    This research is motivated by problems where there are still many business actors of food industry that are difficult to develop and there are obstacles in getting certification from authorized officials for the development of their business. Focus analysis leads to 2 core issues (1). About the guidance and supervision by the Health Office of Malang City and (2). Efforts to overcome obstacles / obstacles in the implementation of guidance and supervision by the Health Office of Malang. Location of research in Malang City Health Office as an institution by PP. 38 of 2017 given the authority related to the guidance of IRTP (Household Food Industry); with respondent 15 (PIRT) Performer of Household Food Industry. Technique of collecting data by interview, document study and observation, then analyzed by qualitative description. The research data indicates the existence of three coaching and supervisory targets concerning (1). Coaching in order to obtain SPP-IRT (Food Production Certificate of Household Industry); (2). Coaching related to food safety; (3). Guidance and supervision of food Production facilities. While exposure to data related to internal constraints, among others (1). Limitations of special human resources extension workers and field supervisors are limited; (2). Procedures for issuance of transient SPP-IRT due to limited budget. While External constraints include (1). The number of difficult business actors to meet the terms and conditions / assessment criteria set forth in the SPP-IRT Guidelines based on BP-POM Regulation no. Hk.03.1.23.04.12.2205 of 2012. (2). Still the discovery of RT industry actors who are not active / closed and not report to the Health Office of Malang; (3). In the implementation of supervision, there are many products of food industry perpetrators that do not have IRT Certificate; (4). Certain food products are not included in the application of SPP-IRT especially for wet foods; (5). Use of preservatives, changes in composition and technical preparations that are not in accordance with the standard of SPP-IRT. (6). Labeling that does not match the specified conditions. Based on the above data then the results of the analysis can be explained that basically the procedures of supervision and supervision by the Health Department of Malang has been done in accordance with applicable legislation, although the results and targets of coaching and pengawasanya less maximum results, due to constrained by the limited budget , Human resources and lack of knowledge of business actors / communities. While related to the solution to overcome the obstacles, the Health Office of Malang City limits the issuance of SPP-IRT due to budget constraints of field survey as well as the authority to supervise the facilities. It is concluded by the researcher that there are still many circulation of household food product which have not certified yet, unproduced Production process, food product deviation by business actor who has SPP-IRT, apart from caused by the lack of understanding of society, also performance factor of Dinas Kesehatan itself contributed to contributing factors as the cause of the lack of target / performance outcomes guidance / empowerment of household food industry. The suggested by the researcher is the improvement of the budget of Dinas Kesehatan, the addition of human resources and the quality of performance so that the direction and the target of coaching is better. The second suggestion, to the perpetrators of the household industry should be optimized understanding and knowledge related to the Production process, materials and food products that are feasible, healthy and hieginis in accordance with the provisions of health standards set by the community

    Abstract:

    ABSTRAKIndustri Rumah Tangga Pangan (IRTP) merupakan industri mikro kecil yang dapat menjadi salah satu industri yang potensial dan memiliki prospek yang baik sebagai penggerak perekonomian nasional. Eksistensi IRTP dari segi ekonomi sangat mendukung bagi masyarakat menengah ke bawah, akan tetapi dari segi hukum IRTP masih banyak terdapat pelanggaran, terutama dalam hal perizinan, salah satunya adalah Sertifikat Produksi Pangan Industri Rumah Tangga (SPP-IRT). Penelitian ini bersifat deskriptif analitis dengan menggunakan pendekatan yuridis normatif. Hasil penelitian menunjukkan eksistensi IRTP tidak memiliki kepastian hukum karena IRTP sering meminta kelonggaran hukum dalam hal perizinan karena merasa masih usaha skala kecil. Tanggung jawab sosial perusahaan atau corporate social responsibility (CSR) baik itu pemerintahan,perusahaan, dan perbankan dapat diterapkan untuk IRTP dalam hal memperoleh SPP-IRT. Dengan demikian, dapat mendorong IRTP untuk meningkatkan kapasitas bisnisnya dan memberikan kesejahteraan bagi Usaha Mikro Kecil (UMK).Kata kunci: CSR; industri rumah tangga pangan; usaha mikro kecil. ABSTRACTThe Food and Beverage Industry (IRTP) is a small micro industry that can become one of the potential industries and has good prospects as a driver of national growth. The existence of IRTP from an economic perspective is very supportive for the middle to lower classes, but in terms of legal IRTP there are still many who oppose it, especially in terms of licensing, one of which is the Home Industry Food Production Certificate (SPP-IRT). The method used is normative juridical and data obtained through literature study. The results show the existence of IRTP does not have legal certainty because IRTP often asks for legal concessions in terms of licensing because it requires a small scale business. Corporate social responsibility (CSR) be it government, corporate, and banking can be applied to IRTP in terms of obtaining SPP-IRT. Thus, it can encourage IRTP to increase its business capacity and provide assistance to micro small businesses.Keywords: CSR; the food and beverage industry; micro small businesses

    Abstract:

    Home Industry Food Product (PIRT) was distributing easily among the society and sold for low price therefore the food have potention using low quality and nutrient material so that food safety must be controlled by District Health Office by issued Home Industry Food Production Certificate, hereinafter referred to as SPP-IRT, for home industry as guarantee or proof that the home-based food and beverage business meet the applicable food product standards. This study had done in District Health Office of Pamekasan and used Juridical and Sociological approcah with food district inspector as an informant. The results of this study indicate that in the process of providing SPP-IRT, the health department provides food safety education after the SPP-IRT is issued, in the pre-issue surveillance of SPP-IRT, the control of the Production process is not implemented and In the supervision of SPP-IRT, the health department has performed according to the legal provisions. The problems faced by the health office before the issuance of the SPP-IRT were in the form of inadequate labels, Production facilities not meeting requirements and changes in the type of food packaging, while the problems after the issuance of the SPP-IRT were changes in the type of food packaging that were not reported to the relevant personnel and test results of laboratory positive contains ingredients that are not allowed in food or excess ingredients. In this case, the problem handling performed by the service has amended the laws and regulations

    Abstract:

    The Importance-Performance Analysis (IPA) method is applied in market research to measure the applicant’s satisfaction level. This research aims to evaluate and highlight the use of IPA as a management tool in measuring the quality of licensing service for Production Certificate of home food industry (PIRT). We suggest that this method can be easily implemented in licensing services for home Production Certificate as work results that include service user input. The research was conducted at the health office through a valid questionnaire: SERVQUAL. This instrument explores the level of service quality perceived by users of licensing service. It was carried out in one area of health resource development; the Ponorogo Health Office in 2016 on food processing licenses which included processed dried fish, dried poultry, coconut, flour, oil and fat, jam or jelly and the similar things, sugar or confectionery and honey, soft drinks or powders, spices, and processed fruit. This research was divided into two stages: first, the beneficiaries answered the questionnaire before using the licensing service and second, the same beneficiaries answered the questionnaire after completing licensing service for food Production Certificate. Based on the data from the graphs produced by SERVQUAL, it was found that tangible dimension has the highest average in both expectations and perceptions. The responsiveness dimension showed the most negative value among the other dimensions. IPA may be effective for use in licensing home food products because it highlights the key points that must be improved in licensing service for Production Certificate of home food industry
