    Abstract:

    Progress in New Public Management research requires careful comparison of different organizational approaches to Public Tasks, preferably within a single political and institutional setting. This paper presents a study of three approaches to reemployment services, a recent development in the Netherlands. How do bureaucratic, networked, and market-based forms of organization function with regard to the new Public aim of second-tier reemployment in the Netherlands? It appears that there is no simple dependence between performance and instrumental or organizational features. Even in the setting of a single welfare state, intricate interactions exist between performance, stakeholder interests, and institutional conditions. Given the importance of these interactions, New Public Management research would benefit by shifting focus away from organizational performance toward a "politics of institutional structuring".

    The article analyzes the issues of efficiency, with special emphasis on measuring it in Public sector units. The reason behind establishing units of the Public finance sector is to satisfy the needs of the society, whereas the expenses paid to satisfy those needs are financed from Public means. The measurement of the efficiency of such units is an important element used for assessing the degree of accomplishment of Public Tasks. The article offers a review of the issue and attempts at characterizing selected efficiency measures used in the units of the Public fi-nance sector.

    Abstract At the beginning of the 21st Century, local government faces the major challenge of restructuring and managing a new interface with its social, economic, and political environment. The devolution of Public Tasks to society requires a redefinition of the role of local government. The shift from producing to guaranteeing the remaining services requires at least the adoption of best practices from private-sector strategic marketing, production, and purchasing management. The restructuring of local government for customer satisfaction and decentralized decision-making requires careful attention to the demands of democratic political control, as well as to legitimate Public interests that may not be included in the customer-satisfaction model. Thus, Public management of local government cannot be content with internal modernization, but must redefine its relationships with its environment.
