    Abstract:

    Tax collection problems date back to the earliest Recorded History of mankind. This paper begins with a simple theoretical construct of paying (rather than declaring) taxes, which we argue has been an overlooked aspect of tax compliance. This construct is then tested in two large natural field experiments. Using administrative data from more than 200,000 individuals in the UK, we show that including social norms and public goods messages in standard tax payment reminder letters considerably enhances tax compliance. The field experiments increased taxes collected by the Government in the sample period and were cost-free to implement, demonstrating the potential importance of such interventions in increasing tax compliance.

    Abstract Puccinia striiformis f. sp. tritici causes stripe rust (yellow rust) of wheat and is highly variable in virulence toward wheat with race-specific resistance. During 2010, wheat stripe rust was the most widespread in the Recorded History of the United States, resulting in large-scale application of fungicides and substantial yield loss. A new differential set with 18 yellow rust (Yr) single-gene lines was established and used to differentiate races of P. striiformis f. sp. tritici, which were named as race PSTv in distinction from the PST races identified in the past. An octal system was used to describe the virulence and avirulence patterns of the PSTv races. From 348 viable P. striiformis f. sp. tritici isolates recovered from a total of 381 wheat and grass stripe rust samples collected in 24 states, 41 races, named PSTv-1 to PSTv-41, were identified using the new set of 18 Yr single-gene differentials, and their equivalent PST race names were determined on the previous set of 20 wheat cultivar ...

    ABSTRACT Wheat stripe rust, caused by Puccinia striiformis f. sp. tritici, is most destructive in the western United States and has become increasingly important in the south-central states. The disease has been monitored by collaborators through field surveys and in disease nurseries throughout the United States. In the year 2000, stripe rust occurred in more than 20 states throughout the country, which was the most widespread occurrence in Recorded History. Although fungicide applications in many states reduced yield losses, the disease caused multimillion dollar losses in the United States, especially in Arkansas and California. One of the prevalent cultivars, RSI 5, had a yield loss of about 50% in the Sacramento-San Joaquin Delta region of California. In the Pacific Northwest, wheat losses due to stripe rust were minimal because cultivars with durable resistance were widely grown and the weather in May 2000 was not favorable for the disease.     Abstract:

    On 8th November 2013, Typhoon Haiyan, local name Yolanda, made landfall in the central Philippine islands region. Considered one of the most powerful typhoons ever to make landfall in Recorded History, the 600 km diameter Typhoon Haiyan crossed the Philippine archipelago, bringing widespread devastation in its path. Strong winds, heavy rainfall, and storm surges caused extreme loss of lives and widespread damage to property. Storm surges were primarily responsible for the 6300 dead, 1061 missing and 28,689 injured in Haiyan's aftermath. Here, we document the storm surge simulations which were used as basis for the warnings provided to the public 2 days prior to the howler's landfall. We then validate the accounts based on field data and accounts provided in the news. The devastating Haiyan storm surges are one of the biggest in several decades, which exacted a high death toll despite its early prediction. There were many lessons learned from this calamity, and information contained in this work may serve as useful reference to mitigate the heavy impact of future storm surge events in the Philippines and elsewhere.
