Towards a green tax Reform Model

It uses the theories of taxation, tax Reform and environmental policy to explore the relationship between real-world environmental taxation and applied tax Reforms, establishing an almost perfect integration of environmental taxes in contemporary tax Reforms. This defines a ‘green’ variant of the universal hybrid-extensive Reform Model, clearly related to the ideas on double dividends from environmental taxes, which indicates the likely importance of environmental taxation in future fiscal and environmental policies. This report was written by Dr. Carol Freeman, Research Associate at the Center for Applied Research and Educational Improvement (CAREI), College of Education and Human Development, University of Minnesota. CAREI is a collaborative organization that brings the resources of the College of Education and Human Development and the University of Minnesota to bear on educational issues in Minnesota and across the nation. In preparation of this report, Dr. Freeman worked closely with the Office of Instructional Services staff, Saint Paul Public Schools, to design the evaluation and to gather extensive material about Saint Paul’s Project for Academic Excellence, Saint Paul’s comprehensive Reform Model.

2005Co-Authors: Carol Freeman, Educational ImprovementAbstract:Saint Paul’s Project for Academic Excellence was a comprehensive Reform Model that was implemented in phases throughout Saint Paul Public Schools in Minnesota. This report documents the implementation of the project through 2004-2005. The comprehensive Reform Model focused on 12 nationally-researched, proven education Reform practices described in the report and recognized the importance of expert knowledge and technical assistance. There was evidence of substantial change in teaching and evidence of increased student achievement.

System learning in an urban school district: A case study of intra-district learning

MillerAbstract:This paper presents evidence from a unique Reform Model that allowed teachers and other educators in a large urban district to collaborate with one another in the development of an innovation meant to improve student ownership and responsibility. In this longitudinal case study, we describe school stakeholders’ learning about the design, the process of knowledge-transfer to school teams, and how school teams shared their ongoing learning with one another. School implementation teams were initially reluctant to share their learning with one another. By engaging in a shared innovation development process with structures for routine sharing, over time, implementation team members were increasingly interested in sharing their learning with one another. We discuss the implications for school improvement efforts.
