    Abstract:

    Some of the buildings in Aceh Province, Indonesia constructed after the 2004 earthquake and tsunami disaster were found vulnerable. The vulnerable buildings were retrofitted to make them safer and child friendly. Save the Children, one of the implementing agencies, assumed that the process of Retrofitting would attract interest from the communities, raise their earthquake awareness, stimulate earthquake safe construction practices, and contribute to earthquake disaster risk reduction. It was also assumed that the Retrofitting process would benefit the communities through knowledge transfer of safer construction practices. To assess the impact on awareness and knowledge transfer of the Retrofitting Work carried out by Save the Children from 2005 to 2008, a survey was carried out in 2009. A total of 104 people who were directly involved in the Retrofitting/rehabilitation process were interviewed. The survey covered four districts in Aceh Province, Indonesia where schools, health facilities, and houses were retrofitted. The survey results show that the respondents felt that the impact of Retrofitting Work on transferring knowledge in the communities was not significant. However, the respondents felt that the Retrofitting Work had a definite impact on raising awareness of disaster risks and measures for disaster risk reduction.

    Abstract:

    As some of the buildings in Aceh, Indonesia constructed after the 2004 Tsunami disaster were found vulnerable they were retrofitted to make them safe against earthquake. The Retrofitting was carried out by many agencies; one among them being Save the Children. The Retrofitting Work was carried out to raise the awareness of the people and also to sensitize them about earthquake safe buildings construction techniques and also to contribute to earthquake disaster risk reduction. Against the widely held perception that it is expensive and complicated process the Retrofitting Work was found cost effective in comparison to the cost of demolition and reconstructing new building. One of the key findings was Retrofitting can be achieved through the use of simple methods, tools and equipment and local human resource. The Retrofitting process and onsite training can also be an effective medium for dissemination of best construction practices in the community. In order to assess the impact of Retrofitting Work, a survey was carried out in 2009 in the area where they were carried out during 2005–2008. A total of 104 people who were involved in Retrofitting/rehabilitation process were interviewed. The survey results show that the respondents felt that the impact of Retrofitting Work in transferring knowledge in the community is not significant. However, the respondents felt that the Retrofitting Work had definite impact in raising awareness of disaster risks and measures for disaster risk reduction. The findings can be replicated in the areas having similar type of buildings. It can be stated after its findings that Retrofitting of school building does not only make the schools safer and reduces the risk of children at risk but also is cost effective compared to new construction.

  • Flexural retrofit of a bridge subjected to overweight trucks using CFRP laminates

    Abstract The reinforced concrete spans of a bridge subjected to extreme vehicular loads are investigated and retrofitted with carbon fiber reinforced polymer (CFRP) laminates. A finite element model of the bridge superstructure was created to determine the forces resulting from extreme loads. A moment–curvature analysis was subsequently carried out to investigate the flexural characteristics of the reinforced concrete sections prior to and after strengthening with CFRP laminates. The analytical modeling concluded that significant strength can be gained at the ultimate limit state, while relatively small increase in strength is observed at service load levels. The increase in flexural resistance at ultimate does provide an adequate margin of safety against further overloading. The analytical investigation and the Retrofitting Work are presented herein.

  • Retrofit of the Louisa-Fort Gay Bridge Using CFRP Laminates

    This report details the processes pertaining to the repair and strengthening of the Louisa-Fort Gay bridge, Lawrence County, KY, using advanced composite materials. Site inspections revealed flexural cracks in the reinforced concrete girders of the continuous bridge structure. To determine the cause of these cracks, an evaluation was initiated based on vehicle classification and truck weight data. The results confirmed that certain reinforced concrete girders were stressed beyond the limits allowed by the AASHTO Code. A retrofit scheme using carbon fiber reinforced polymer (CFRP) composite was devised and the amount of CFRP laminates needed for flexural strengthening was determined from moment-curvature analysis. Retrofitting Work began in September of 2003, and the project was completed in October of 2003. Crack gauges were installed at the affected areas to monitor the effectiveness of the retrofit. The bridge was inspected on a number of occasions and, as of September 28, 2006, no movement in the crack gauges has been observed.
