    Abstract:

    U radu se prikazuje originalna metodologija razvoja sustava registra rizika za građevinske projekte u Hrvatskoj kao i njegova integracija u proces upravljanja rizicima. Primjena metodologije omogucuje kreiranje registra rizika koji ispunjava ocekivanu ulogu sredisnjeg alata za proces upravljanja rizicima. U tom obliku registar rizika postaje aktivna poveznica između upravljanja rizicima i upravljanja znanjem u građevinskim projektima cime se upravljanje projektima podiže na visu razinu, a time i uspjeh upravljanja projektom.

    Abstract:

    One of the first phases of research on Risk Register was dealing with Risk itself and resulted with Risk model for construction projects Risk Register system. The model was developed based on research on existing Risk models, Risk management process and research and development of construction projects Risk management system. After extensive research and testing on case studies we developed the Risk model together with construction project Risk Register system. During this research we found that for better understanding of Risk in construction projects and improvement of Risk identification in practice we found useful to introduce a term uncertainty level as characteristic of Risk to distinguish Risk from planned event. This term is used to define Risk as uncertain future event with uncertainty level higher than one of planned event which, if activated by driver, will cause consequence which will impact on project success.

    Based on overall research results and the current situation in practice, it is clear that Risk management practice in the construction industry is at quite a low level. In order to improve it, a Risk Register needs to be implemented in regular construction company business. The research started with data gathering and analysis on current usage of risik Register in Risk management and its characteristics. As a result, model of a Risk Register system was developed to serve as platform for Risk management process and knowledge base to improve performance of construction firms. Its data structure supports the whole Risk management process and its modular implementation to accommodate every level of Risk management practice.

Effective Risk management requires iterative repeating all its processes through whole project life cycle. The problem with Risk management in practice is that is mostly done only in project planning phase and it stops after Risk identification, analysis and response. Without Risk monitoring and control Risk management is nearly worthless as project plans are without it monitoring and control. It is our intention to present an effective tool which will help project managers guiding them though whole Risk management process. The focus is on methodology Risk monitoring and control and it benefits supported by Risk Register system as platform for entire Risk management process.

    The UK government’s decision to use a ministerial veto to suppress an official document outlining the Risks of controversial NHS reforms, despite orders to disclose it under the Freedom of Information Act, has been strongly criticised by the information commissioner. In a report to parliament the commissioner, Christopher Graham, said that the ministerial veto could be used to block orders to release papers under the Freedom of Information Act only in truly exceptional cases, and the transition Risk Register for the Health and Social Care Act was not in that category.     Abstract This paper presents a Risk Register Database System, which incorporates a Risk Register and a Risk Assessment Tool which have been used to aid the management of project Risk within an automotive company. The Risk Register is primarily a tool which has enabled the Risks within a project to be documented and maintained irrespective of geographical location, and has provided the platform for the reduction and mitigation plans to be developed for the high level Risks within the project. The Risk Assessment Tool uses the information documented within the Risk Register to enable the overall Riskiness of a project to be reported on a regular basis and as such, track the effectiveness of utilising a Project Risk Management Methodology throughout the lifespan of a project.

    Abstract:

    The paper analyzes current approach and problems in Risk management process in construction projects. The most frequent negative consequences of Risks, such as cost and time overruns, are discussed. Findings are based on data collected in three south-east Europe countries, during the period of last several years. The focus of investigation was identification of key Risk scenarios that cause those negative consequences. Once identified data from the comparison are used for development of mitigation strategy. One of important findings of the research was poor and inadequate dealing with Risks in construction, so most of practitioners were usually surprised by the Risks. Therefore, instead of managing future activities, they were spending too much time for corrections of undesired consequences of past events. In the study conducted we found that many project managers are suffering from absence of adequate information, even they passed trough similar challenges and situations in the past projects. Therefore we proposed development of simple and easy for use Risk Register which can facilitate process of Risk management in construction projects. Risk Register can be applied as a supportive tool while developing strategy and dealing with Risks in construction project. The paper describes main ideas about structure and use of the proposed Risk Register.

    Based on overall research results and the current situation in practice, it is clear that Risk management practice in the Croatian construction industry is at quite a low level. In order to improve it, a Risk Register needs to be implemented in regular construction company business. The main research results on Risk in construction are presented, as well as the current role of the Risk Register ; its form and its prevalence in the Croatian construction industry. The study is set in the context of the current Croatian approach and problems compared with the situation in the world. Suggestions are given for the development and implementation of the Risk Register in the Croatian construction industry, presented with model of a Risk Register system.

    Abstract:

    1. Natural capital is essential for goods and services on which people depend. Yet pressures on the environment mean that natural capital assets are continuing to decline and degrade, putting such benefits at Risk. Systematic monitoring of natural assets is a major challenge that could be both unaffordable and unmanageable without a way to focus efforts. Here we introduce a simple approach, based on the commonly used management tool of a Risk Register, to highlight natural assets whose condition places benefits at Risk. 2. We undertake a preliminary assessment using a Risk Register for natural capital assets in the UK based solely on existing information. The status and trends of natural capital assets are assessed using asset–benefit relationships for ten kinds of benefits (food, fibre (timber), energy, aesthetics, freshwater (quality), recreation, clean air, wildlife, hazard protection and equable climate) across eight broad habitat types in the UK based on three dimensions of natural capital within each of the habitat types (quality, quantity and spatial configuration). We estimate the status and trends of benefits relative to societal targets using existing regulatory limits and policy commitments, and allocate scores of high, medium or low Risk to asset–benefit relationships that are both subject to management and of concern. 3. The Risk Register approach reveals substantial gaps in knowledge about asset–benefit relationships which limit the scope and rigour of the assessment (especially for marine and urban habitats). Nevertheless, we find strong indications that certain assets (in freshwater, mountain, moors and heathland habitats) are at high Risk in relation to their ability to sustain certain benefits (especially freshwater, wildlife and climate regulation). 4. Synthesis and applications. With directed data gathering, especially to monitor trends, improve metrics related to asset–benefit relationships, and improve understanding of nonlinearities and thresholds, the natural capital Risk Register could provide a useful tool. If updated regularly, it could direct monitoring efforts, focus research and protect and manage those natural assets where benefits are at highest Risk.
