A workshop on developing risk assessment methods for medical use of radioactive material. Volume 2: Supporting Documents

TortorelliAbstract:A workshop was held at the Idaho National Engineering Laboratory, August 16--18, 1994 on the topic of risk assessment on medical devices that use radioactive isotopes. Its purpose was to review past efforts to develop a risk assessment methodology to evaluate these devices, and to develop a program plan and a Scoping Document for future methodology development. This report contains presentation material and a transcript of the workshop. Participants included experts in the fields of radiation oncology, medical physics, risk assessment, human-error analysis, and human factors. Staff from the US Nuclear Regulatory Commission (NRC) associated with the regulation of medical uses of radioactive materials and with research into risk-assessment methods participated in the workshop. The workshop participants concurred in NRC`s intended use of risk assessment as an important technology in the development of regulations for the medical use of radioactive material and encouraged the NRC to proceed rapidly with a pilot study. Specific recommendations are included in the executive summary and the body of this report.

Soil-water and salt movement associated with precision irrigation systems - research investment opportunities

CookAbstract:[Background]: The Board of the National Program for Sustainable Irrigation commissioned this Scoping Document to assist in its research investment deliberations. The key question addressed by this Scoping study is: What has to be developed or modified to understand and monitor the three dimensional flow of water and salt movement in: (a) the root zone when precision irrigation systems are used, and (b) the soil profile, assuming that we are able to manage the preferred salt storage zones? The key issues which the NPSI Board requested should be addressed in the Document were: • What are precision irrigation systems and what are the problems currently being encountered in relation to water and salt movement in these systems? • What is the potential size of production and water losses associated with inappropriate water and salt management under precision systems? • What is the latest research and what current soil-water models are being used to investigate water and salt movement in soils, including their usefulness and gaps? • How well we can manage where salt is stored under precision irrigation systems? and • What is the effect of rainfall under various climatic zones in determining where salt is stored?

Improving plants' water use efficiency and potential impacts from soil structure change - research investment opportunities

RaineAbstract:The Board of the National Program for Sustainable Irrigation commissioned this Scoping Document to assist in its research investment deliberations. The key questions addressed by this Scoping study are: 1. What understanding, techniques and tools require further explanation or development to improve water use efficiency? 2. How well do we understand the impacts of long-term irrigation on soil structure? What are the effects of soil structure change (within and around the root zone on the flow of water and rate of movement along various pathways of salts? Key issues which the NPSI Board requested should be addressed in the Document were: • Comment on the place that oxygenation may have in reducing the effects of water logging on production for various irrigation systems and secondary issues such as disease and pathogens at higher water temperatures. • How much is understood on the impacts of soil structure on water use efficiency, and in particular, managing the leaching fraction requirements of various soils? • Comment on the proposed work by Schrale to investigate issues associated with soil structure decline • Other than leaching efficiency and leaching fraction, are there other issues we do not understand that limit plants' water use efficiency and salt disposal within the root zone?

Wetlands and agriculture - Relevance of good agricultural practice and wetland management guidelines for harmonizing the wise use of wetlands and agriculture

ZingstraAbstract:The Conference of Contracting Parties to the Ramsar Convention meeting in 2002 in Valencia adopted Resolution VIII calling for guidelines to enhance the interaction between agriculture, wetlands and water resources management. Resolution VIII.34 requests among others to establish a framework for identifying, Documenting and disseminating good agriculture-related practice and to use that framework for the possible development of wetland type specific management guidelines to: - enhance the positive role that sustainable agricultural practices may have vis-a-vis the conservation and wise use of wetlands; - minimize the adverse impacts of agricultural practices on wetland conservation and sustainable use goals; and - include examples based on wetland-type specific needs and priorities that take into account the variety of agricultural systems. As a first step towards the development of these guidelines a Scoping Document on agriculture-wetland interactions was produced and published. This Scoping Document explores the nature of wetland-agriculture interactions through the application of the drivers, impacts, pressures, state changes, impacts and responses (DPSIR) framework. The main conclusions of the Scoping Document are: · Ecosystem services tend to be skewed towards provisioning services at the expense of regulating, supporting and cultural services. · Main drivers operating towards the over-exploitation of ecosystem services are natural resource dynamics, market demands and government policies. · To design response strategies aimed at balancing ecosystem services the DPSIR analyses need to be conducted in detail for each site and case. The Scoping Document further concludes that site specific guidance is needed to address the loss of ecosystem services through over-exploitation of provisioning services. In view of this the Scoping Document proposes the following response strategies: · Reduce pressures from agriculture and negative state changes and impacts by diversifying provisioning services. · Diversify demands on wetlands so that different ecosystem services can generate income especially through Payment for Environmental Services (PES). · Manage basin level land use to facilitate the maintaining of ecosystem services. · Make agricultural services more sensitive to ecosystems and their requirements. · Redirect the drivers of change to meet specific needs in ways that do not create negative state changes. · Any combination of these strategies.
