Journal of Southern Agriculture, 2011Co-Authors: Xiang Ping, Li Xiao, Hu Liang, Tang Jiangyun, Wan Zhiling, Xie GuoluAbstract:[Objective]The present study aimed to construct an easy-operation and highly-universal competitive intelligence database system for Seed Industry in Sichuan Province in order to provide information for the development of Seed Industry in Sichuan Province.[Method]The MySQL database software and J2EE enterprise development platform were used to design and develop Sichuan Seed Industry competitive intelligence database system with Browser/Server mode.[Result]The Sichuan Seed Industry competitive intelligence database system was preliminarily constructed with the functions of management of Seed Industry competitive intelligence information resources,data query,data storage,user management and database maintenance.[Conclusion]The system used sophisticated J2EE framework as a developmental platform which had high efficiency and compatibility.At present,the Sichuan Seed Industry competitive intelligence database system is running successfully.However,this database system is still not perfect and some functions need further improvement according to the users' feedback information.

Research Policy, 2009Co-Authors: Ruifa Hu, Carl E Pray, Jikun Huang, Scott Rozelle, Caiping ZhangAbstract:China has been one of the leaders in agricultural biotechnology research and the adoption of transgenic plants. Despite this, critics argue that China's biotechnology policies could be improved to provide more benefits to farmers. The objective of the paper is to examine if policy changes could improve the welfare of farmers in the cotton Industry. The paper first reviews recent changes in laws and policies that affect China's plant biotechnology sector--with a focus on IPR legislation and Seed Industry reform. Next, using a primary data set collected from 1661 plots from a sample of farmers in northern China in 1999, 2000 and 2001, we econometrically estimate the effect of changes to intellectual property rights (IPR) and Seed Industry reform on farmer pesticide use and yields. Our results are consistent with a conclusion that improvements to the IPR environment and greater commercialization of the Seed Industry can increase the benefits that farmers derive from new cotton technology.

Testing technology transfer policies for the South African Seed Industry : research paper II - general
African Journal of Science Technology Innovation and Development, 2020Co-Authors: Sebastian DerwischAbstract:Globally, the Seed Industry has become increasingly concentrated in the last years. Few companies are controlling the majority of the market as well as the majority of the resources. This trend can also be observed in South Africa where multinational companies are currently controlling around 85% of the maize Seed market. The aim of this paper is to analyze the structures that have led to the dominance of multinational companies in the South African Seed Industry. For this purpose we develop a dynamic simulation model Model simulations show market concentration as a result of the acquisition of domestic companies by multinational companies that left the South African Seed Industry in a locked in state. We test the effect of different technology transfer policies on the South African Seed Industry to see how the development of the domestic Seed Industry can be stimulated and how path dependency can be broken. The results of the simulation show the importance of different policies that aim to enhance spillover on the development path of the domestic Seed sector. The results deliver insights for policy development for other countries in Sub Saharan Africa that are yet to develop industrial Seed sectors.
