  • Retirement Pension Reforms in Six European Social Insurance Schemes between 2000 and 2017: More Financial Sustainability and More Gender Inequality?

    Abstract:

    In 2000, the European Union established three principles that should guide Member State pension systems and their reforms: the financial sustainability of pension systems; adequacy of pensions; and the modernisation of systems. The latter included the achievement of greater gender equality and sought to respond to the significant gender gaps in public pension systems. This article demonstrates how the reforms carried out over the period 2000–2017 have focused on strengthening the financial sustainability of systems but may also have contributed to even greater gender inequality in old age protection. To this end, we examine the major legislative amendments concerning eligibility criteria and entitlement conditions in six countries (Austria, Belgium, France, Germany, Portugal and Spain), as representative of the Social Insurance Scheme.

    Benefits, according to Social Insurance funds, have the nature of compensation for lost profits. Hence, the Social Insurance function has to meet the most important subjective requirements, provide for bare needs, and fulfill the minimum standard of living. Contemporary states undertake a series of economic, Social, cultural, health, and legal measures to ensure the protection of individuals and families. Various authors define the level of satisfying the needs as the Social minimum. Thus, a special law provides the right to material benefit for those in need. Therefore, Kosovo pays special attention to family, mothers, children, martyrs, invalids, veterans, and KLA members. The Social Insurance Scheme in the Republic of Kosovo is not defined by a special law but is defined by a set of laws. Thus, Kosovo has currently legal infrastructure necessary for beneficiaries of the Social Insurance Scheme, though not in the desired form and capacity

    This article analyses the reforms in the pension Scheme in Albania during the transition period. An analysis of changes experienced by the performance of the Social Insurance Scheme reveals that, so far, the system is almost entirely dominated by the public Scheme “pay as you go”, which for the moment is facing serious challenges. The results of the prognoses show that that these problems will accompany the Scheme in the future too. Under these circumstances, it can be inferred that, in addition to the application of parametric modifications to the public Scheme in order to strengthen its financial stability, the initiation of a more radical reform in the pension system is becoming crucial. The same conclusion has been reached by many countries which have completed this reform. The paper concludes with some recommendations on how to carry out the reform of the public pension Scheme and the proposes the introduction of a multicolumn pension system.

Israel's long-term care Social Insurance Scheme has been operating since 1988. This article examines the emergence, goals, design, and impacts of this Scheme and draws out some of the lessons that can be learned from Israel's quarter century experience of long-term care Social Insurance.

    ABSTRACT Israel's Long-Term Care Insurance (LTCI) law has been in effect for a decade. It is timely to review the effects of this legislation with a view to identifying possible directions for reform and lessons for other countries considering the introduction of a similar Social Insurance Scheme. The paper considers the law's effects in terms of the size and characteristics of the beneficiary population, the coverage of the Scheme, its financial standing, the rate of institutionalization of the elderly, the caregiving burden, the service delivery system, and the overall scope of long-term care services for the aged. Israel's experience has lessons for financing arrangements, target efficiency, service delivery arrangements, and the construction of the burden of care.
