Orazem, Peter J MattilaAbstract:The proportion of women in State Government Jobs and applicant pools is well explained by a model emphasizing supply-side factors. Relative to men, women's supply is least sensitive to wages in predominantly male jobs and most sensitive to wages in predominantly female jobs. These results suggest that comparable worth policies that shift relative pay toward traditionally female jobs and away from traditionally male jobs will increase the proportion of females in male-dominated, female-dominated, and total State Government jobs. The implication is that supply side responses need not prevent comparable worth adjustments from raising total female compensation.

The findings indicate that female jobs may gain from comparable worth pay proposals, but the gains are dissipated in actual pay; unionized and minority workers tend to lose both proposed and actual pay; and the dispersion of points and pay is narrowed for jobs covered by collective bargaining agreements

The American Review of Public Administration, 2005Co-Authors: Soonhee KimAbstract:Electronic Government expansion is creating the complex challenges of managing an effective information technology (IT) workforce in the public sector. Survey questionnaires were sent to IT employees working in the central IT departments of two State Governments to analyze how job characteristics, work environment, and human resource management practices influence their turnover intentions. Results show that work exhaustion, an emphasis on participatory management, and opportunities for advancement were statistically significant variables affecting State Government IT employee turnover intentions, and that salary satisfaction was not a statistically significant factor. Suggestions are offered for improving IT employee retention rates in Government agencies.

Hawaii International Conference on System Sciences, 2002Co-Authors: Jon Gant, D B GantAbstract:This paper reports the results of a study investigating the role of Web portals in State Government electronic service delivery. We describe the functionality of the fifty US State Web portals and examine several factors which explain why some States are have higher functioning web portals than others. We find that the nearly every State Web portal is in the early stages of development. Most State Web portals provide information and access to limited set of Government services. However; the level of integration necessary to provide advanced transaction capabilities is not present in most portals. We further find that the strategic IT approach employed by the State and the extent to which the State has adopted e-Government friendly laws are key factors in the development of high-functioning State Web portal.
