  • male female supply to State Government jobs and comparable worth
Staff General Research Papers Archive, 1998
    Co-Authors: Peter F. Orazem, Peter J Mattila
    Abstract:

The proportion of women in State Government Jobs and applicant pools is well explained by a model emphasizing supply-side factors. Relative to men, women's supply is least sensitive to wages in predominantly male jobs and most sensitive to wages in predominantly female jobs. These results suggest that comparable worth policies that shift relative pay toward traditionally female jobs and away from traditionally male jobs will increase the proportion of females in male-dominated, female-dominated, and total State Government jobs. The implication is that supply side responses need not prevent comparable worth adjustments from raising total female compensation.

  • comparable worth and factor point pay analysis in State Government
    Industrial Relations, 1992
Co-Authors: Peter Orazem, Peter J Mattila, Sherry K Weikum
    Abstract:

This study examines how factor point systems have treated State Government jobs, which are held disproportionately by women, minorities, and union members. The findings indicate that female jobs may gain from comparable worth pay proposals, but the gains are dissipated in actual pay; unionized and minority workers tend to lose both proposed and actual pay; and the dispersion of points and pay is narrowed for jobs covered by collective bargaining agreements

  • potential State Government practices impact of the new gasb accounting standard for retiree health benefits
    Public Budgeting & Finance, 2005
    Co-Authors: Stanley C Wisniewski
    Abstract:

The Governmental Accounting Standards Board (GASB) has adopted a new accounting standard for State and local Government retiree healthcare benefits that, for many States, will require accrual accounting for such benefits for the first time. The purpose of this paper is to examine the recent reporting practices of State Governments with respect to retiree health insurance programs sponsored by the States in order to determine the dimensions of potential State employer practices likely to be changed by the new Other Postemployment Benefits (OPEB) standard with respect to accounting for such State plans, as well as financing and offering such State plans.

  • web portal functionality and State Government e service
Hawaii International Conference on System Sciences, 2002
    Co-Authors: Jon Gant, D B Gant
    Abstract:

This paper reports the results of a study investigating the role of Web portals in State Government electronic service delivery. We describe the functionality of the fifty US State Web portals and examine several factors which explain why some States are have higher functioning web portals than others. We find that the nearly every State Web portal is in the early stages of development. Most State Web portals provide information and access to limited set of Government services. However; the level of integration necessary to provide advanced transaction capabilities is not present in most portals. We further find that the strategic IT approach employed by the State and the extent to which the State has adopted e-Government friendly laws are key factors in the development of high-functioning State Web portal.
