    Abstract This ease study describes the Lise of an information Technology Vendor conference to assure the smooth opening of the remodeled Central Library of the Multnomah County (Portland. Oregon) Lihrary. Collaborative meetings with Vendors provided the opportunity tor hardware, telecommunications, integrated library system, and network Vendors to meet with library staff to troubleshoot problems, share information, und anticipate situations. The meetings also provided library administration with the opportunity to underscore the importance of the opening. The article discusses the elements necessary to make this approach a success and reports on events before, during, and after the opening of the new facility.

    Abstract:This article compares Vendor challenges in three pilot test projects that explored the technical, operational, and economic feasibility of new Internet-based payment mechanisms designed to support government-to-business procurement operations: two pilot tests of the FSTC eCheck, and one pilot test of the U.S. Treasury's Internet Payment Platform (IPP). We discuss issues related to Technology Vendor participation in these projects, offer suggestions for pilot test project managers and sponsors, and conclude with suggestions for further research on planning and managing pilot test projects that evaluate emerging information technologies or new software applications.

  • Multiparty Sensemaking: A Technology-Vendor Selection Case Study

    Abstract:

    Information system (IS) procurement history is replete with poorly executed, multimillion dollar procurement decisions. Yet we barely understand what effective IS procurement should look like. IS procurement is highly challenging, as it requires the client to simultaneously select a Technology and Vendor. This paper explores the Technology-Vendor selection process through the sensemaking perspective. Our study develops a sensemaking model for Technology-Vendor selection that connects the multiple rounds of client-Vendor communicative actions with the client\u27s sensemaking process. We show how the client reconciles fragmented and sometimes conflicting cues and information through three intertwined cycles: immediate, retrospective, and decision. Sensebreaking occurs as a separate process (and not a communicative action) when disruptive cues occur persistently and from different Vendors over multiple rounds of sensemaking. We derive a set of critical factors, on the basis of the sensemaking perspective, for selecting an appropriate Vendor and technical solution. These insights in turn help explain many poorly executed IS procurement decisions
