    Abstract:

    The application for annulment of the decision of the local council, requesting the transfer of property into the public domain of the administrative-Territorial Unit of P. Municipality and under the administration of the local Council of the said administrative-Territorial Unit does not fall under the case governed by art. 12 para. (4) of Law no. 213/1998 (now art. 865 NCC), which refers to disputes regarding ownership of public property, so that it could be also formulated by the holder of the right of administration.The first step of the procedure for transfer of property from the state public domain into the public domain of the administrative Units is the request the local council submits to the State by means of a decision, and then the State decides upon such a transfer by issuing a Government decision.When issuing the local council decisions representing the application for the transfer of the property into the public domain of the administrative-Territorial Unit, one must take into account the general requirements stipulated by Law no. 215/2001, relative to Law no. 213/1998 in conjunction with art. 136 of the Constitution, and the annexes of Law on public property, because the property mentioned in the Basic Law may be passed into the local public domain only by amending the Basic Law; respectively, property in Annex I of the law may change the legal status only by amending the law.Local council decision shall remain at the level of a proposal for transfer of property into the local public domain; such transfer can or not be approved by the decision maker on the lack of a Government decision, so that the three challenged judgments cannot produce the legal effect noted by the court, namely the transfer into the public domain of the P. Municipality.

    Abstract:

    Success in the local administration process is also supported by the way in which the local administrative mechanism is organized. Through the work done in this paper we aim to achieve the general objective of analyzing the organizational management at the local level in order to highlight the organizational peculiarities in relation to Berchisesti commune in Suceava County. The study conducted shows that this locality is the basic administrative-Territorial Unit comprising the rural population, reunified through the commUnity of interests and traditions, composed of component villages, depending on the economic, social-cultural, geographical and demographic conditions. From the analysis of the internal organization of the City Hall in the commune, we have found that this functional structure consists of the local council, the mayor, the deputy mayor, the secretary of the commune, together with its own specialized apparatus, as well as several organizational compartments, as structural Units, all supporting the efficiency of local public management.

    Abstract:

    In the pages of the present paper we propose the analysis of the administration organization of the Gagauziа Autonomous Administrative- Territorial Unit of the in Rерubliса Mоldоvа, with particularity at the City Hall of Comrat Municipality, in order to highlight its self-determination right. The research carried out shows that their own national emblems - flag, coat of arms, but also the establishment by referendum of their own capital, are prerequisites for the Gagauz autonomy. We found that, from the point of view of the administrative-Territorial division, the autonomous territory of Gagauzia is divided into rayons, cities and villages, the Comrat Municipality representing the administrative center of the Gagauz autonomy. In Gagauzia, the local public administration bodies are the Gagauz Bascan, the People's Assembly and the Executive Committee. At the level of Comrat Municipality, the authorities exercising attributions in matters of local interest are the Municipal Council and the Mayor, the latter being assisted by three deputy mayors. From the analysis of the administration organization of the Gagauzia Autonomous Administrative-Territorial Unit, we noticed that it has a special legal status consisting of the right of the gagauz people to self-determination.

    Abstract:

    Semantic technologies are at the core of Earth Observation (EO) data integration, by providing an infrastructure based on RDF representation and ontologies. Because many EO data come in raster files, this paper addresses the integration of data calculated from rasters as a way of qualifying geographic Units through their spatio-temporal features. We propose (i) a modular ontology that contributes to the semantic and homogeneous description of spatio-temporal data to qualify predefined areas; (ii) a Semantic Extraction, Transformation, and Load (ETL) process, allowing us to extract data from rasters and to link them to the corresponding spatio-temporal Units and features; and (iii) a resulting dataset that is published as an RDF triplestore, exposed through a SPARQL endpoint, and exploited by a semantic interface. We illustrate the integration process with raster files providing the land cover of a specific French winery geographic area, its administrative Units, and their land registers over different periods. The results have been evaluated with regards to three use-cases exploiting these EO data: integration of time series observations; EO process guidance; and data cross-comparison.

    Abstract:

    Since early 1999, we have been working on an environmental information system as a preliminary phase to develop the National Strategy of the Catalan Coast. Using the tourism industry as the main pressuring driver and the municipality as the Territorial Unit, we have compiled a vast amount of information that has been converted into an information platform for the general public, politicians, and public administrators. Working in close co-operation with the planning authorities of the Generalitat of Catalonia, we developed decision support tools as a methodological approach for coastal management. The decision support system is composed by: (a) the development of an environmental indicator-based report; (b) the use of a geographical information system (GIS); and (c) the incorporation of different types of graphical packages. These tools have been applied to the 70 municipalities of the Catalan Coast and a specific development of the system was carried out in the region of La Selva, municipalities of Blanes, Lloret de Mar, and Tossa de Mar (southern Costa Brava, Girona). The system has been designed to help coastal managers in Catalonia, and it is thought to be used in the process of developing the National Strategy for Integrated Coastal Zone Management (ICZM) of the Catalan Coast following the EC Recommendation (COM/00/545).
