Using panel structural vector auto-regression (PSVAR) (Pedroni, 2013) on data from 1995 to 2019 in 185 countries and system dynamic modeling (real-time data parameters connected to COVID-19), we estimate the impact of the pandemic crisis on the Tourism Industry worldwide. Past pandemic crises operated mostly through idiosyncratic shocks' channels, exposing domestic Tourism sectors to large adverse shocks. Once domestic shocks perished (zero infection cases), inbound arrivals revived immediately. The COVID-19 pandemic, however, is different; and recovery of the Tourism Industry worldwide will take more time than the average expected recovery period of 10 months. Private and public policy support must be coordinated to assure capacity building and operational sustainability of the travel Tourism sector during 2020–2021. COVID-19 proves that pandemic outbreaks have a much larger destructive impact on the travel and Tourism Industry than previous studies indicate. Tourism managers must carefully assess the effects of epidemics on business and develop new risk management methods to deal with the crisis. Furthermore, during 2020–2021, private and public policy support must be coordinated to sustain pre-COVID-19 operational levels of the Tourism and travel sector.

The data were collected via a self-administered questionnaire completed by 102 hotel managers and 73 travel agency managers in Ukraine. Mann–Whitney U-test, Kruskal–Wallis χ2 test, and t-test were used to analyse differences in respondents’ answers by category, size, location, region, and chain affiliation of hotels. Mann–Whitney U-test was used to investigate the differences in travel agency managers’ responses on the basis of licence type, region, main market segment, and IATA certification of the agency. The findings confirm previous research results that political instability leads to negative impacts on the Tourism Industry of a country – decreased revenues, plummeting numbers of tourists and overnights, and increased costs. This is the first-known survey of the Tourism Industry in Ukraine following the political turmoil of 2014 that illustrates the impact of the political instability to the Tourism Industry, as well as elaborates the tactics that hoteliers and travel agency managers in Ukraine are taking to counteract the shock.

It notes the growing importance of crisis and disaster management for the Tourism Industry before exploring the definitions and nature of crises and disasters. The paper then proposes a strategic approach to their management from proactive pre-crisis planning through strategic implementation and finally evaluation and feedback. A discussion of crisis and disaster management literature and studies conducted in the Tourism field are also introduced. It notes that although crises and disasters cannot be stopped their impacts can be limited by both public and private sector managers. The paper concludes that the understanding and subsequent management of such incidents can be vastly improved through the extension and application of crisis and disaster management theory and concepts from other disciplines, coupled with the development of specific Tourism crisis management research and frameworks.

This paper defines crises and disasters before discussing the area of crisis communication management and crisis communication in the Tourism Industry. The paper then applies the foot and mouth disease (FMD) which occurred in the United Kingdom to crisis communication theory at a national level (by examining the response of the British Tourist Authority) and at a local level (by examining the response of a District Council). The response was limited in part because of a lack of preparedness, but also due to the nature of the foot and mouth outbreak, and the speed and severity of international media coverage.
