    The present paper is a result of a research conducted in a rural area from North-Eastern part of Romania, analyzing the Training Need in tourism and the level of education of the working population. The goal of the study is to obtain conclusive information as to establish concrete solutions and priorities regarding the diversification and employment reviving in rural areas in the following years (with an orientation in the field of tourism and services). The key aspect is to improve the quality of human resources in rural areas in order to facilitate the access to employment in non-agricultural activities, as an alternative. Along with other measures supported and promoted by the local government, this initiative will help to prevent depopulation of rural areas in the short to medium term. Moreover, the ingredients for a sustainable rural development are the tourism potential proper exploitation and the human resources skills development.

    Abstract:

    Training Need Analysis is a series of activities undertaken to identify problems that arise in the workplace. Training Needs Analysis is a process of collecting and analyzing data to identify factors that Need to be improved through Training. The family planning field officer (PLKB) is the spearhead of the existing program implementation in BKKBN. There are several problems PLKB in providing services to the community that is 1. The ability of PLKB in planning, analyzing and evaluating the implementation of the development of prosperous families in the area of work is still not running maximally, 2. Skills to conduct cooperative relationships with all parties terkai less running because there are still many people who do not care about the existing programs in BKKBN, 3. still very weak ability in solving problems encountered in the implementation of its duties. From the problems contained above the importance of Training provided by the BKKBN Bengkulu Province to the existing PLKB in various districts in order to have good competence not only hard skills but Soft Skill. The purpose of this research is to describe Traning Need field officer Analysis (PLKB) run by BKKBN Bengkulu Province To improve the Competence (Hard Skill & Soft Skill) The PLKB. The method used is descriptive qualitative with technique of selecting informant using Purposive Sampling to determine key informant, technique to collect data that is through observation, interview and documentation, to analyze data obtained in this research using 2 type of encoding that is Open Coding is a section of Analysis that specifically explains the relationship between naming and phenomenon categorization through careful examination of data. The coding of terporos (Axial Coding) is a set of data retrieval procedures by creating linkages between categories.

    Abstract:

    Training Need Analysis  merupakan serangkaian kegiatan yang dilakukan untuk mengidentifikasi masalah yang muncul ditempat kerja . Analisis kebutuhan pelatihan merupakan proses pengumpulan dan analisis data untuk mengidentifikasi faktor - faktor yang perlu ditingkatkan melalui pelatihan. Petugas lapangan keluarga berencana (PLKB) ini merupakan ujung tombak dari pelaksanaan program yang ada di BKKBN. Tugasnya  melakukan urusan-urusan kegiatan koordinasi dan memberikan bimbingan serta pelayanan tentang pembangunan keluarga sejahtera yang di mulai dari kalangan Remaja. Ada beberapa permasalahan PLKB dalam memberikan pelayan kepada masyarakat yaitu 1. Kemampuan para PLKB dalam merencanakan, menganalisis dan mengevaluasi pelaksanaan  pembangunan keluarga sejahtera di wilayah kerjanya masih belum berjalan dengan maksimal, 2. Keterampilan untuk melakukan hubungan kerja sama dengan semua pihak terkai kurang berjalan maksimal karena masih banyak masyarakat yang tidak mempedulikan program yang ada di BKKBN, 3. masih sangat  lemah kemampuan dalam memecahkan masalah yang dihadapi dalam pelaksanaan tugasnya. Dari permasalahan yang terdapat diatas pentingnya pelatihan yang diberikan oleh BKKBN Provinsi Bengkulu kepada para PLKB yang ada di berbagai kabupaten agar dapat memiliki kompetensi yang baik bukan hanya hard skill akan tetapi Soft Skill . Tujuan dari penelitian ini yaitu untuk mendeskripsikan Traning Need analisis Petugas Lapangan (PLKB) yang dijalankan Oleh BKKBN Provinsi Bengkulu Untuk  meningkatkan  Kompetensi (Hard Skill & Soft Skill ) Para PLKB.  Metode yang digunakan yaitu kualiatatif deskriptif  dengan teknik pemilihan informan mengunakan Purposive Sampling  untuk menentukan informan kunci, teknik untuk mengumpulkan data yaitu melalui  observasi, wawancara  dan dokumentasi, utnuk menganalisa data yang didapatkan dalam penelitian ini mengunakan 2 jenis pengkodean yaitu Pengkodean terbuka (Open Coding) adalah bagian analisis yang secara khusus menjelaskan hubungan antara penamaan dengan pengategorian fenomena melalui pengkajian data secara teliti. Pengkodean terporos (Axial Coding) adalah seperangkat prosedur penempatan data kembali dengan membuat keterkaitan antar kategori.

    Abstract:

    Competence is always demanding for a better change therefore a government organization always gives support to every employee to face changes that occur such as internal changes and external changes, by improving the competence of each employee by providing Training because the Training is one means of change to improve competence.Of 302 the number of PLKB in Bengkulu province that follow the competency test only 10 people who meet the competency standards based on the level of position. This means that there are gaps in the competence of individual employees on the task component is not in accordance with what is expected by BKKBN. This study aims to develop TNA model to overcome the standard competence gap with actual competence by using descriptive qualitative method, data collection technique through observation, interview and documentation.Data Analysis using descriptive method. This TNA Reactive model uses the paradigm of a system where TNA is a simple process of Analysis used to identify Training Needs or not, so in this study using some steps in a simtem in order to arrange a TNA model that is started from trigger event (Trigger) newly obtained solved into input, process and output.
