    Abstract:

    A survey of employees' perceptions of a large contracting firm's Waste Management system was conducted. Results were factor analysed and an eight-factor model of the Waste Management climate was identified. Perceptions were found to differ between employee groupings. Managerial staff had a less positive perception of the Waste Management climate than did site workers. Qualitative interview data were analysed using a content analysis approach. Managers were found to perceive environmental issues as being less important than cost, time or quality objectives. Construction workers believed environmental issues to be of greater importance than these other objectives. Differences in perceptions of managers and site workers have implications for the implementation of any company Waste Management Policy.     Abstract:

    This study was designed to explore the perception of stakeholders on solid Waste Policy governance in Malaysia. A total of 500 respondents were selected through random stratified sampling. The data of this study were collected via questionnaire distribution and were analysed by applying descriptive statistical analysis (mean, standard deviation and percentage) and inferential statistical analysis (t-test, correlation and stepwise multiple regression). The results of the study show that the perception of respondents on governance factors was varied, depending on the socio-demographic attributes of the respondents. Bivariate analysis reveals that all the Policy governance factors are strong and positively connected to good governance elements practiced in solid Waste Policy implementation. However, multi regression model shows only three Policy governance factors, namely resources Management, Policy implementation system and staff's competency significantly influence good governance practice of the stakeholders.

    Abstract:

    The National Solid Waste Management Policy (NSWMP) was introduced in 2007 under the Act 672. The execution of NSWMP involves stakeholders from various government agencies and a collaboration with the private sectors. Despite the initiatives taken by the stakeholders, the objectives of NSWMP failed to materialise. One of the major constraints is weak governance among stakeholders with regards to the NSWMP implementation. This paper will explore the good governance practices implemented by the stakeholders. Identifying the current good governance practices implemented by the stakeholders is crucial as it will serve as a guideline to improve good governance practice in the future. An exploratory research approach is applied in this study through in-depth interviews with several government agencies and concessionaires involved in the NSWMP implementation. A total of six respondents took part in this study. The findings of this study show that there are several good governance practices implemented in Policy promotion, participation of stakeholders, and capacity enhancement programme for the staff. This study also proposed some points on good governance practices in the context of Policy promotion and staff development. A paradigm shift by the stakeholders is imperative so as to enhance the good governance practice in NSWMP implementation towards an efficient solid Waste Management in Malaysia.

    Nowadays, international donors have emphasised on the adoption of good governance practices in solid Waste Management which include Policy implementation. In Malaysia, the National Solid Waste Management Policy (NSWMP) was introduced as the main guideline for its solid Waste Management and the Malaysian government has adopted good governance practice in the NSMWP implementation. However, the good governance practices implemented by the Malaysian government encountered several challenges. This study was conducted to explore the good governance constraints experienced by stakeholders in the NSWMP implementation. An exploratory research approach is applied in this study through in-depth interviews with several government agencies and concessionaires that involved in the NSWMP implementation in Malaysia. A total of six respondents took part in this study. The findings revealed three main good governance constraints in the NSWMP implementation, namely inadequate fund, poor staff’s competency, and ambiguity of Policy implementation system. Moreover, this study also disclosed that the main constraint influenced the other constraints. Hence, it is crucial to identify the main constraint in order to minimise its impact on the other constraints.

    From the past few years, multi-stakeholder governance is one of the captivating concepts that mostly discussed in public administration. Multi-stakeholder governance has represented the modes of governing that involves a multiplicity of informal actors and formal institutions. This new mode of interaction has involving a network of government sectors, non-profit organisations, non-governmental organisations (NGO) and other non-state actors in implementing the public Policy. There is many type of public Policy and solid Waste Management Policy is one of them. In developing countries, the issue of ineffective Policy implementation on solid Waste Management has grabbed attention of many public Policy scholars. Poor multi-stakeholder governance in solid Waste Policy implementation is one of the main causes. In fact, ineffective solid Waste Management will brought negative impact to human health, environment and the economy development. Hence, the study of multi-stakeholder governance is very crucial to enhance solid Waste Policy implementation. This concept paper is critically examines multi-stakeholder governance as a theoretical tool which has potential to advance our understanding on the complexity of Policy implementation with regard to solid Waste Management. This could be an insight for developing countries like Malaysia for achieving sustainable solid Waste Management.   • Good Governance Practices in National Solid Waste Management Policy Implementation: A Pilot Study on Solid Waste Corporation's Staff in Batu Pahat, Malaysia

    Abstract:

    Effective solid Waste Management is very crucial nowadays. Increment of solid Waste generated year after year has brought a massive challenge to the government. Good governance is a tool to enhance the solid Waste Management services towards sustainability. This pilot study investigates good governance practices in National Solid Waste Policy implementation among Solid Waste Corporation's staffs. A survey was conducted on 20 staffs of Batu Pahat Solid Waste Corporation. Then, the data were analysed using descriptive analysis such as frequency, percentage and mean. There are four key (4) variables are identified through content analysis namely Policy clarity, social competency (government staff, concession company staff and local communities), resource Management and Management system. Result of analysis show that (i) level of awareness among respondents regarding good governance practices in Policy implementation was moderate, and (ii) perception of respondents on good governance practices in Policy implementation was positive. However, there are several improvement are required such as participation and awareness among local communities.
