    Abstract:

    In the educational administration system of our nation,the educational Administrative organizations at the county level are the key link and the transformation of their Administrative Functions will exert a direct influence on the reform of educational administration system.Based on the document coding and revealing results of T district Bureau of Education of Zhejiang province,and the data collected from the investigation of some country-level educational Administrative organizations in Zhejiang province,Jiangsu province and Guizhou province,an analysis of the situation of Functional limit,Functional mode,Functional organization and effect of educational Function is made.The result indicates that such problems as miscellaneous and scattered Functions,compulsory and simplistic Functional modes,too many and overlapped Functional organizations interfering the schools,and the neglect of Functional effect resulting in the ignorance of what is going on exist in the educational Administrative organizations at the county-level.Therefore,the county-level educational Administrative organizations should strengthen their own construction by adjusting the Functional limit dynamically,updating the form of fulfilling Functions,simplifying and integrating the Functional organizations and stressing the evaluation of Functional effects.
