    Abstract:

    The purpose of this paper is to investigate the effects of lean Production practices and lean duration (the duration for which lean Production is in operation) on manufacturing performance.,The survey was used as the main method of data collection. In addition to survey data collected from 1,189 respondents from export-based textile and Apparel firms operating in Sri Lanka, longitudinal data were collected over a period of seven months from a firm in the study sample to corroborate the survey findings.,The findings revealed that lean Production practices significantly enhance manufacturing performance. Further findings revealed the importance of the duration of lean Production in operation in achieving higher levels of manufacturing performance. This provides empirical support for the contention that the adoption of lean Production can only be achieved through time.,Findings have implications for practices of export-based textile and Apparel producing countries from Asia, Latin and Central America, the Caribbean, Eastern Europe, and North Africa, which are competing intensively with each other for their market share in the global export-based textile and Apparel Production.,Manufacturing firms are adopting Production methods and management practices to become leaner and fitter to create a new labour intensive Production model that generate distinctive internal capabilities for survival and growth in international markets. Academics and practitioners in the field of manufacturing technologies will be interested in better understanding how lean Production practices would enhance manufacturing performance from a non-western developing country context.

    Abstract:

    Abstract The Apparel industry is responsible for 10% of the world's carbon emissions, and is considered as the second highest industrial polluter after the oil industry. In Sri Lanka, the Apparel sector is the key foreign revenue earner, and developing a sustainable Apparel industry will provide a competitive and strategic advantage to the Sri Lankan Apparel products in the global market. However, limited data availability and a lack of studies carried out to quantify environmental impacts and propose mitigation strategies have detrimentally affected the growth of the Sri Lankan Apparel industry. This study proposes a framework to quantify the environmental impacts due to energy use in garment Production in the Sri Lankan Apparel industry. Initially, the impacts were quantified using life cycle assessment with a gate-to-gate approach, based on the specific energy use and energy sources being used in the major Production and transportation phases in a garment's life cycle. A case study was then conducted based on the data from an Apparel Production facility located in Sri Lanka. The life cycle impacts of energy use of the selected process phases were compared to identify the most critical processes in terms of the environmental footprint. Finally, the study was extended to investigate the effects of using different alternative energy supply scenarios. The life cycle impact assessment was conducted using the ReCiPe (Ver 1.11) Midpoint method in SimaPro. The findings revealed that the garment Production phase carries the highest life cycle impacts among the studied process phases from fabric manufacture to distribution to the end market. Scenario analysis showed that the use of solar photovoltaics and biomass to supply the required electricity and thermal energy for Apparel manufacturing can reduce climate change, ozone depletion, and terrestrial acidification by 90–95%. This information can be used by decision makers to plan for sustainability and growth of the Apparel industry.

    Abstract:

    On January 1, 2005, the Multifiber Arrangement (MFA), which establishes quotas on different categories of Apparel and textile imports to the US and the EU, will be fully phased out. The quota system, which has been in force for nearly thirty years, has resulted in the global dispersion of textile and Apparel Production, by restricting imports from countries that – based on market conditions – would have a larger volume of exports were they not constrained by their quota allocations. There is concern among many developing countries that the elimination of quotas will result in a loss of Apparel and textile exports to a relative handful of countries that will have a competitive advantage. This research addresses these questions, in an effort to better understand the dynamics of global sourcing in the textile and Apparel industries. It is based primarily on a review of existing research, both macro-level research that simulates world trade patterns, and case studies of individual countries. It also examines World Bank data on textile and Apparel exports. The study shows that large retailers play an increasingly important role in determining the nature Apparel Production, including a preference for lean retailing that favors Hong Kong, Taiwanese, Korean, and Chinese suppliers. The changing nature of Production is discussed, including the importance of well-established relationships between Asian suppliers and U.S. and EU buyers – relationships that enable the Asian suppliers to operate effectively across many different countries. The impact of MFA phase-out is discussed, with special emphasis on several sub-Sahara African countries, for which some information is available concerning the role of foreign suppliers. The paper concludes with a number of policies that might mitigate the anticipated effects of MFA phase-out.

    Abstract:

    Abstract Labor-intensive Apparel Production has shifted to low-wage Asian nations, yet continues to flourish in the United States and other high-wage areas. This paper explains this apparent contradiction by concluding that in addition to labor costs, firm size, ethnicity, market strategy, and trade regulations powerfully affect the location of Apparel Production. Large firms are more able to disperse Production globally than small firms, US-based firms owned by ethnic Asians are more likely to produce in Asian factories than firms of other ethnicities, and firms producing for rapidly changing fashion markets are less likely to produce offshore than firms producing less fashion-intensive products. Finally, trade restrictions powerfully affect the location of Production, albeit in ways different than intended by policy makers.
