In the context of e-government, official information is seen as a valuable asset, which is why technical solutions are developed to improve accessibility and reusability. Yet how to 'capture' and preserve the information is still unclear, and adaptations of routines which have originated in a paper based administration to practices suitable for managing digital records are often lacking. This risks impeding on the work of public agencies, their Services toward citizens, and the goals of e-government. This paper uses current plans for developing a national e-Archive Service in Sweden as a case, applying literary warrant and the records continuum model to discuss how Archives management can support the goals of e-government and facilitate proactivity. A special focus is placed on 'capture' as a vital part of holistic recordkeeping. The result shows that despite regulations and ambitions supporting proactivity, 'capture' is not emphasized as a necessity for using, sharing and preserving official information. This could create Archives that are incomplete, and risk contributing to a decline in governmental transparency and openness.

Long Term Trusted Archive Services Trusted Archive Service based on long-ter Archive protocol and evidence record syntax

Through the course of time the true value of electronic content may simply evaporate due to technological progress and incompetence to prove the authenticity of data stored. This paper presents an approach and a solution to the problem of long-term preservation of electronic data for dematerialized business processes. The basic system design and the architecture of a long-term electronic Archive Service is introducing a protocol and an evidence record syntax that is being standardized within the IETF Long Term Archive and Notarization Service Working Group. The proposed system environment is based PKI-enabled Services for creation of long term integrity proofs. Furthermore, the solution contains additional class of Services that meet the requirements for long term validity of digitally signed and legally binding documentation.

IASSIST Quarterly, 2018Co-Authors: Benjamin Gabriel PeuchAbstract:Belgium has recently decided to integrate the Consortium of European Social Science Data Archives (CESSDA). The Social Sciences Data Archive (SODA) project aims at tackling the different challenges entailed by the setting up of a new research infrastructure in the form of a data Archive. The SODA project involves an archival institution, the State Archives of Belgium, which, like most other large archival repositories around the world, work with Encoded Archival Description (EAD) for managing their metadata. There exists at the State Archives a large pipeline of programs and procedures that processes EAD documents and channels their content through different applications, such as the online catalog of the institution. Because there is a chance that the future Belgian data Archive will be part of the State Archives and because DDI is the most widespread metadata standard in the social sciences as well as a requirement for joining CESSDA, the State Archives have developed a DDI-to-EAD crosswalk in order to re-use the State Archives' infrastructure for the needs of the future Belgian Service provider. Technical illustrations highlight the conceptual differences between DDI and EAD and how these can be reconciled or escaped for the purpose of a data Archive for the social sciences.

Exploring determinants of early user acceptance for an audio-visual heritage Archive Service using the vignette method

An online survey in combination with a factorial survey is utilised to investigate the predictable strength of technological, individual and contextual constructs. The case used to validate this model is that of a not-yet-existing audio-visual Archive Service. Based on data collected from the survey N = 1939, it is confirmed that payment and interpersonal influence the intention to adopt a new Service thus partially supporting our three-dimensional model i.e. technology, individual and context. The study contributes to the field of adoption research by studying a new Service rather than an existing one. Subsequently, a vignette study is adopted. Moreover, the field of audio-visual Archives is introduced in user research, which is considered novel. Pioneering on the unlocking of audio-visual Archive this research seeks answers in the user needs and determinants for Services upon these Archives. Furthermore, the practical and scientific implications are discussed.

Acceptance of online audio-visual cultural heritage Archive Services: a study of the general public

This study examines the antecedents of user acceptance of an audio-visual heritage Archive for a wider audience (i.e., the general public) by extending the technology acceptance model with the concepts of perceived enjoyment, nostalgia proneness and personal innovativeness. Method. A Web-based survey was used to collect data to test the extended technology acceptance model in explaining intention to use. A representative sample consisting of 205 respondents was used. Analysis. The conceptual model is evaluated using structural equation modelling. The evaluation entailed an assessment of the measurement model including its reliability, validity and model fit, and an examination of the structural model. Results. Perceived enjoyment better predicts the users' acceptance than perceived usefulness does. Nostalgia has a strong effect on behavioural intention to use the Service. Moreover, the results show no significant result regarding personal innovativeness in information technology. Conclusions. The acceptance of an audio-visual heritage Archive Service is mainly determined by its hedonic characteristic (enjoyment) rather than its instrumental value (usefulness). This result is intriguing in relation to prior Archive and digital library research. Additionally, nostalgia is successfully introduced within the technology acceptance model.
