2009Co-Authors: Andre WakefieldAbstract:Probing the relationship between German political economy and everyday fiscal administration, "The Disordered Police State" focuses on the cameral sciences - a peculiarly German body of knowledge designed to train state officials - and in so doing offers a new vision of science and practice during the seventeenth and eighteenth centuries. Andre Wakefield shows that the cameral sciences were at once natural, technological, and economic disciplines, but, more importantly, they also were strategic sciences, designed to procure patronage for their authors and good publicity for the German principalities in which they lived and worked. Cameralism, then, was the public face of the prince's most secret affairs; as such, it was an essentially dishonest enterprise. In an entertaining series of case studies on mining, textiles, forestry, and universities, Wakefield portrays cameralists in their own gritty terms. The result is a revolutionary new understanding of how the sciences created and maintained an image of the well-ordered police state in early modern Germany. In raising doubts about the status of these German sciences of the state, Wakefield ultimately questions many of our accepted narratives about science, culture, and society in early modern Europe.

Scholarship on the subject has been largely defined by an artificial separation between “cameralists of the book” and “cameralists of the bureau.” I argue that it is time to interrogate this distinction, which is itself a legacy of the nineteenth century.

The assumption was that the prosperity of the ruler depended on the welfare and happiness of the subjects, but the subjects themselves were not capable of achieving this happiness without permanent directions from above. Cameralism’s emphasis on administration and university institutionalization means that this approach cannot be seen as a local variant of mercantilism. The traditional account of the German historical school from 1840 to 1945 emphasized for over a century the contrast between the German and the Neoclassical traditions. It underlined the significance of the organic approach, the concept of development and individuality, the importance of the social question, and the denial of the deductive method and unalterable laws of the economy. Modern reconstructions see the historical school as one European response to the post-Classical crisis, offering an inductive alternative grounded empirically on history. The Austrian school formed in 1871 was at once a constituent of the Neoclassical paradigm and a rival to it. Methodological individualism, subjectivism, the importance of time, the role of knowledge, the theory of alternative costs etc. were absorbed into mainstream economics, but the focusing on these issues allowed the Austrian school, in keeping alive its demand for a social-theoretical explanation, to preserve something of an alternative discourse.

European Journal of The History of Economic Thought, 2009Co-Authors: Hanschristoph Schmidt Am BuschAbstract:Abstract Cameralism, one of the most important currents of economic thought in German-speaking countries in the seventeenth and eighteenth centuries, assumes a systematic and comprehensive form in the works of Johann Heinrich Gottlob von Justi (1717–1771). Justi tried to ground Cameralism philosophically by way of what he termed ‘political metaphysics’. This theory essentially deals with the following topics: human nature, the state, and natural law. The aim of the present paper is to analyse the key concepts of Justi's political metaphysics as well as the line of reasoning adopted by him. It thereby sheds new light on Cameralism as political metaphysics.

e.Journal of Portuguese History, 2010Co-Authors: Alexandre CunhaAbstract:Reflection upon Cameralism and the police in the context of enlightened reformism offers suggestive insights into the links between economic ideas and the administration of the state. The Portuguese case is an interesting example of how those ideas are assimilated and put into practice. This paper first presents the characteristics of Portuguese enlightened reformism and its place in the history of ideas. After that, Cameralism and the police are investigated, with particular attention being paid to the legislative action of the king. Finally, the paper analyzes and discusses this process of the assimilation of ideas, supported by examples of the Portuguese experience in centralizing the administration of the public finances within the Royal Treasury and in providing technical training to public officers through the School of Commerce.
