    To implement the system of state treasury Centralism payment is a fundamental and irreversible financial transformation China's universities face.Based on the analysis of the change resulting from implementing the system of state treasury Centralism payment,the paper reveals some problems in carrying out the systerm,such as the financial budget method and the accounting system being not suitable,the financial control idea and system being lagged,the financial computerization and the information networking level not satisfying the request,and so on.Finally,is puts forward corresponding measures,such as renewing ideas,strengthening the supervisory work in budget drafting,payment information system construction and financial personnel's professional training,enhancing accountant informationization degree and budget level,solving relations between university Centralism accounting and the state treasury Centralism payment,and establishing accounting system which satisfies the needs of internal management and Centralism payment,and so on.

    The state treasury Centralism payment system changed the means which the financial fund was appropriated layer upon layer according to the department, and usesd the financial direct payment or the financial authorization payment way. It conforms to the establishment public finance system need and the realization "the sunlight finance". But, From the universities suitable present situation analysis, in the income composition and the channel of raising fund, the accounting main body, the fund budget, asking for the fund, the target to arrive aspect and so on, they do not conform to the universities actual situation,the principle of the governance and the property rights unified, and also cannot realize financial effective supervising and managing. Through the analysis on finance Centralism payment characteristic and universities's actual situation, I think the way which financial funds allocated in the budget should be managed by the state treasury Centralism payment system, other funds by the school voluntarily and legitimately is more appropriate .

The case of Wales indicates that regional Centralism is not inevitable. The Welsh Assembly allows local government considerable policy influence and exercises looser direct controls compared with Whitehall departments. The paper concludes that regional-local tensions are likely to be lessened where regional assemblies have substantial responsibilities, regional-local relations work best when the regional level body is recognized as the senior partner and where regional assemblies are designed to prevent them becoming one-party dominated.
