Other Information: PBD: 14 Dec 1999, 2000Co-Authors: T M GreagerAbstract:As a generator of transuranic (TRU) and TRU mixed waste destined for disposal at the Waste Isolation Pilot Plant (WIPP), the Hanford Site must ensure that its TRU waste meets the requirements of US. Department of Energy (DOE) 0 435.1, ''Radioactive Waste Management,'' and the Contact-Handled (CH) Transuranic Waste Acceptance Criteria for the Waste Isolation Pilot Plant (WIPP-WAC). WIPP-WAC requirements are derived from the WIPP Technical Safety Requirements, WIPP Safety Analysis Report, TRUPACT-II SARP, WIPP Land Withdrawal Act, WIPP Hazardous Waste Facility Permit, and Title 40 Code of Federal Regulations (CFR) 191/194 Compliance Certification Decision. The WIPP-WAC establishes the specific physical, chemical, radiological, and packaging criteria for acceptance of defense TRU waste shipments at WIPP. The WPP-WAC also requires that participating DOE TRU waste generator/treatment/storage sites produce site-specific documents, including a Certification Plan, that describe their program for managing TRU waste and TRU waste shipments before transferring waste to WIPP. Waste characterization activities provide much of the data upon which Certification decisions are based. Waste characterization requirements for TRU waste and TRU mixed waste that contains constituents regulated under the Resource Conservation and Recovery Act (RCRA) are established in the WIPP Hazardous Waste Facility Permit Waste Analysis Plan (WAP). The Hanford Site Quality Assurance Project Plan (QAPjP) (HNF-2599) implements the applicable requirements in the WAP and includes the qualitative and quantitative criteria for making hazardous waste determinations. The Hanford Site must also ensure that its TRU waste destined for disposal at WPP meets requirements for transport in the Transuranic Package Transporter-11 (TRUPACT-11). The US. Nuclear Regulatory Commission (NRC) establishes the TRUPACT-11 requirements in the Safety Analysis Report for the TRUPACT-II Shipping Package (TRUPACT-11 SARP). In addition, a TRU waste is eligible for disposal at WIPP only if it has been generated in whole or in part by one or more of the activities listed in Section 10101(3) of the Nuclear Waste Policy Act. DOE sites must determine that each waste stream to be disposed of at WIPP is ''defense'' TRU waste. (See also the definition of ''defense'' TRU waste.). Only CH TRU wastes meeting the requirements of the QAPjP, WIPP-WAP, WPP-WAC, and other requirements documents described above will be accepted for transportation and disposal at WIPP.

1992Co-Authors: R AlbertAbstract:The purpose of this Plan is to describe the organization and methodology for the Certification of radioactive mixed waste (RMW) handled in the Hazardous Waste Handling Facility at Lawrence Berkeley Laboratory (LBL). RMW is low-level radioactive waste (LLW) or transuranic (TRU) waste that is co-contaminated with dangerous waste as defined in the Westinghouse Hanford Company (WHC) Solid Waste Acceptance Criteria (WAC) and the Washington State Dangerous Waste Regulations, 173-303-040 (18). This waste is to be transferred to the Hanford Site Central Waste Complex and Burial Grounds in Hanford, Washington. This Plan incorporates the applicable elements of waste reduction, which include both up-front minimization and end-product treatment to reduce the volume and toxicity of the waste; segregation of the waste as it applies to Certification; an executive summary of the Waste Management Quality Assurance Implementing Management Plan (QAIMP) for the HWHF (Section 4); and a list of the current and Planned implementing procedures used in waste Certification.

This Plan also incorporates the applicable elements of waste reduction, which include both up-front minimization and end-product treatment to reduce the volume and toxicity of the waste; segregation of the waste as it applies to Certification; an executive summary of the Waste Management Quality Assurance Implementing Management Plan (QAIMP) for the HWHF and a list of the current and Planned implementing procedures used in waste Certification. This Plan provides guidance from the HWHF to waste generators, waste handlers, and the Waste Certification Specialist to enable them to conduct their activities and carry out their responsibilities in a manner that complies with the requirements of WHC-WAC. Waste generators have the primary responsibility for the proper characterization of LLW. The Waste Certification Specialist verifies and certifies that LBL LLW is characterized, handled, and shipped in accordance with the requirements of WHC-WAC. 2002Co-Authors: Marcel Y BallingerAbstract:The Pacific Northwest National Laboratory (PNNL) operates a number of research and development (R&D) facilities for the U.S. Department of Energy (DOE) on the Hanford Site's 300 Area (see Figure 1). Process wastewater from these facilities is treated by the 300 Area Treated Effluent Disposal Facility (TEDF) and discharged to the Columbia River via a National Pollutant Discharge Elimination System-permitted outfall. The NPDES permit specifies limits of chemical constituents and requires proper operation and maintenance of the TEDF. To meet permit requirements, Fluor Hanford, operator of the TEDF, requires generators who discharge to the 300 Area TEDF to submit a Liquid Waste Certification Plan. This Plan is the second revision to PNNL's Plan.

The Plan also provides the applicable elements of waste reduction and pollution prevention, including up front minimization and end product reduction of volume and/or toxicity. The Plan is written to satisfy requirements for Hanford Site waste generators to have a waste Certification program in place at their facility. This Plan, as described, applies only to waste which is generated at, or is the responsibility of, B Plant Complex. The scope of this Plan is derived from the requirements found in WHC-EP-0063, Hanford Site Solid Waste Acceptance Criteria.
