    Abstract:

    This paper reviews the development of China's building energy-saving and green building in recent years.It then proposes the right development philosophy and measures for cities in China,i.e.low carbon urban development model with Chinese characteristics should tackle both individual building level and City level-green building and low carbon eco-City-at the same time.It classifies low carbon eco-City into four major types and summarizes the initial exploration and implementation of eco-City in China including Sino-Singapore Tianjin Eco-City and Tangshan Caofeidian Eco-City.Based on domestic and international experiences of low carbon eco-City development,it proposes general strategies and specific requirements for low carbon eco-City Planning and development in China,and lists key technologies and measures with highest potential for low carbon eco-City.

  • Big data, smart cities and City Planning

    Abstract:

    I define big data with respect to its size but pay particular attention to the fact that the data I am referring to is urban data, that is, data for cities that are invariably tagged to space and time. I argue that this sort of data are largely being streamed from sensors, and this represents a sea change in the kinds of data that we have about what happens where and when in cities. I describe how the growth of big data is shifting the emphasis from longer term strategic Planning to short-term thinking about how cities function and can be managed, although with the possibility that over much longer periods of time, this kind of big data will become a source for information about every time horizon. By way of conclusion, I illustrate the need for new theory and analysis with respect to 6 months of smart travel card data of individual trips on Greater London's public transport systems.

    As the creation of smart cities continues to grow exponentially across the globe, the entrepreneurial-driven push for technology raises a number of fundamental questions about the potential roles of various players in reaching the desired aim of City-level efficiency. By briefly contextualizing the entrepreneurial smart City endeavor, I discuss four major concerns that entrepreneurial aspirations may raise: i) the usage, appropriation, and effectiveness of technology, ii) social polarization, iii) switching costs, and iv) data management. The overall aim of this perspective article is to educate and caution enthusiasts, policy makers and practitioners about the need to address these concerns in order to build inclusive smart cities.

    Abstract:

    Smart City approaches in City Planning have gained significant momentum in the recent past. While proponents argue that smart cities will bring positive social change by the adoption of ICTs, enriched governance and human capital among the citizenry, opponents point out about the negative effects and gaps exist in their Planning and execution. Despite efforts to promote its practice, there has been wide criticism about the concept and the way it has been adopted and implemented. The roles of various players, especially the central role of the private sector, is often challenged in the academic literature. A variety of expectations from various stakeholders make the potential implementation strategies even more complex. The current paper reviews the research in the field to date to find that there are conflicting views in smart City Planning, which limit our knowledge about the ‘real’ smart City and its implications for building creative and inclusive urban space. Such uncertainty at the conceptual level, and the heightened importance given by policy makers and markets to its adoption, highlights the need for proper scrutiny. The paper clusters the various views pertaining to the building of smart cities and, thereby, proposes a 3RC framework, consisting of Restrictive, Reflective, Rationalistic and Critical schools, which critically analyses various stages in the development of the field. The overall aim of the paper is to understand how smart cities differ in their meanings, intentions and ‘offerings’.

    Abstract:

    Analysis of cities across the globe illustrates a strong relationship between vehicle kilometres of travel (VKT) and urbanised land area. As VKT can be used as a surrogate for vehicular emissions, this provides a method of estimating urban vehicular pollution. These emission rates are incorporated with simple meteorological forcing into a box model to provide a generalised urban air pollution model for transportation within any City and validated against published data. The results suggest direct air pollution benefits from minimising the outward growth of cities, and add weight to urban policies that emphasise compact City Planning principles.

    Abstract:

    In an increasingly urbanized world, air pollution mitigation is considered one of most important issues in City Planning. Urban trees help to improve air quality by facilitating widespread deposition of various gases and particles through the provision of large surface areas as well as through their influence on microclimate and air turbulence. However, many of these trees produce wind-dispersed pollen (a known allergen) and emit a range of gaseous substances that take part in photochemical reactions - all of which can negatively affect air quality. The degree to which these air-quality impacts are manifested depends on species-specific tree properties: that is, their traits. We summarize and discuss the current knowledge on how such traits affect urban air pollution. We also present aggregated traits of some of the most common tree species in Europe, which can be used as a decision-support tool for City Planning and for improving urban air-quality models.
