    This paper provides an analysis of Climate Change Mitigation policies assessment with a cross-reference to the principles of sustainable energy development. There is a close relationship between Climate Change, energy policies and tools aiming at sustainable energy development targets (i.e. promotion of renewable energy sources and energy efficiency measures and Climate Change Mitigation tools). Therefore, a ranking of Climate Change Mitigation tools based on their impact sustainable energy development targets is necessary in seeking to ensure harmonization of policies and their synergy effect.   • Assessment of post-Kyoto Climate Change Mitigation regimes impact on sustainable development

    Abstract:

    This article analyzes post-Kyoto Climate Change Mitigation regimes and their impact on sustainable development. Wide range of post-Kyoto Climate Change Mitigation architectures have different impact on different groups of countries, therefore sustainability assessment is performed for four main group of countries: EU and other Annex-I countries, USA, Advanced Developing Countries and Least Developed Countries. The post-Kyoto Climate Change Mitigation regimes are evaluated based on their economical, environmental, social and political impact for different groups of countries. For the assessment the scoring is applied. The architectures are further ranked according to the best results or highest score obtained during assessment according to all criteria and for all groups of countries.

    A wide range of Climate Change Mitigation policies have been developed around the world and these policies have become one of the major concerns, however there is still debate among scientists about what are the main external benefits and how to account for them and prepare effective Climate Change Mitigation policies that might be widely accepted by society in general. One of the main ways to assess external benefit of Climate Change Mitigation in energy sector is to conduct Willingness to Pay (WTP) assessments for Climate Change Mitigation options by households. There are many studies on WTP assessment for Climate stability conducted in recent years. The paper surveys the existing literature on WTP for Climate Change Mitigation policy in the energy sector. The aim of the paper is to identify the common variables across a varied set of WTP studies in order to establish a basis for comparison. The key variables selected for analysis of WTP studies for Climate Change Mitigation in energy sector addressed in the paper are: the WTP assessment methods; the main attributes used for comparing alternatives in WTP studies, targeted Climate Change Mitigation policies in energy sector, mathematical model used to estimate WTP, the main socio-demographic factors having impact on WTP for Climate Change Mitigation policies. The analysis of WTP studies for Climate Change Mitigation is grouped in two areas: renewables and energy efficiency measures in households. The paper provides analytical structure for future studies to evaluate the effects of variation in key comparative elements upon WTP.

  • Multi-objective ranking of Climate Change Mitigation policies and measures in Lithuania

    Abstract:

    The aim of the article is to develop technique for Climate Change Mitigation policies assessment based on priorities of sustainable energy development. There is a close relationship between energy policies and tools aiming at sustainable energy development targets, i.e. promotion of renewable energy sources and energy efficiency measures and Climate Change Mitigation tools. Therefore ranking of Climate Change Mitigation tools based on their impact sustainable energy development targets is necessary seeking to ensure harmonization of policies and their synergy effect. The main tasks of the article are: (i) to define EU sustainable energy development targets, (ii) to analyze EU energy and Climate Change Mitigation policies and their interactions, (iii) to propose a multi-criteria framework for Climate Change Mitigation policies assessment and ranking, and (iv) to apply multi-criteria decision making methodology for Climate Change Mitigation policies ranking in Lithuania. The main findings of paper are related with proposed technique for Climate Change Mitigation policies assessment and application of this technique for ranking of Climate Change Mitigation policies in Lithuania.

Seeking to achieve harmonization and decentralization of Climate Change Mitigation and energy policies in Lithuania the framework for local Climate Change Mitigation strategy need to be developed taking into account requirements, targets and measures set in national Climate Change Mitigation and energy policy documents.

In terms of research methodologies, positivist and quantitative analysis prevails, although there are signs of experimentation with non-positivist epistemologies and participatory methods. These particular engagements with Climate Change Mitigation reflect mutually reinforcing tendencies within and beyond the academic transport community. We first draw on a revised version of Thomas Kuhn’s philosophy of science to explore the path dependencies within transport studies, which are at least partly responsible for the predisposition towards quantitative modelling and technology, pricing and infrastructure oriented interventions in transport systems. We then employ the governmentality perspective to examine how transport academics’ engagements with Climate Change Mitigation depend on and align with more general understandings of Climate Change in UK society and beyond. The analysis makes clear that ecological modernisation and neo-liberal governmentality more generally provide the context for the current focus on and belief in technological, behaviour Change, and especially market-based Mitigation strategies. While current research trajectories are important and insightful, we believe that a deeper engagement with theoretical insights from the social sciences will produce richer understandings of transport Mitigation in transport and briefly outline some of the contributions thinking on socio-technical transitions and practice theories can make.

    Cities are one of the major contributors to greenhouse gas emissions. Climate Change poses serious threat to urban infrastructure, quality of life, and entire urban systems. Cities need to adopt an integrated approach for improvement of city services in order to adapt to Climate Change and reduce their greenhouse emissions. However, the magnitude of investment required to bridge the widening infrastructure service provision demand-supply gap along with the additional investment to mitigate Climate Change demands the need to look for innovative financing solutions. Private investments through public private partnership (PPP) route offer an innovative mechanism for meet both the goals of infrastructure development and Climate Change Mitigation. Private parties in PPP, however, focuses on the project economics only though they have the potential to provide innovative technical, financial and managerial solutions. The paper aims to answer the question how to integrate Climate Change Mitigation objective in procurement process of PPP projects. The study has focused only on PPP projects in Municipal Solid Waste Management sector. The integration of Climate Change Mitigation objective has been through design of a modified procurement protocol which promote private sector to devise project structure that fulfil both the objectives of Climate Change Mitigation and provision of quality infrastructure services.
