Problems inhibiting access to health policy and public health information include the heterogeneity of professionals seeking the information, the distribution of relevant information across disciplines and information sources, scarcity of synthesized information useful to practitioners, lack of awareness of available services or training in their use, and lack of access to information technology or to knowledgeable librarians and information specialists. Since 1990, the National Library of Medicine and the National Network of Libraries of Medicine have been working to enhance information services in health policy and public health through expanding the coverage of the NLM Collection, Building new databases, and engaging in targeted outreach and training initiatives directed toward segments of the health policy and public health communities. Progress has been made, but more remains to be done. Recommendations arising from the meeting,Accessing Useful Information: Challenges in Health Policy and Public Health, will help NLM and the National Network of Libraries of Medicine to establish priorities and action plans for the next several years.

New Library World, 2016Co-Authors: Jing WangAbstract:Purpose The purpose of this paper is to study the resource construction mode of the Digital Library Promotion Project, so as to summarize the general characteristics of successful collaborative Collection Building for digital libraries. Digital Library Promotion Project (DLPP) is a digital culture boosting project launched by the Ministry of Culture of the People’s Republic of China with National Library of China as its implementing unit. The project aims to build a nation-wide library network that could support and guarantee resource development and sharing among public libraries all over China so as to achieve equalization in public culture service among people from different parts of the country. This paper is a case study of the digital library development in China. The present situation of Chinese public libraries is accounted in this paper, and the developing mode and mechanism in cooperation between libraries of different administrative ranking are discussed along with the future development of the project. This paper may provide references to countries and libraries in their efforts to pursue sustainable development. Design/methodology/approach This paper is a case study of digital Collection development and sharing in a developing country where regional differences are large. The paper starts with the environmental scan of the resource situation of public libraries in China, which is the background and significance of the DLPP. The main part of the paper is the introduction and analysis of the Collection developing method of the DLPP, including: union catalogue, co-construction of featured resources and joint procurement of databases. Through analyzing the mechanism in Collection development and sharing, this paper discusses the measures that guarantees the success of the project. Findings Through analyzing the mechanism in Collection development and sharing, this paper discusses the measures that guarantee the success of the project, these are: sustained financial support from the government, scientific mechanism for cooperation, flexible handling of copyright issues unified standards in resource development and targeted training programs. Originality/value This paper is a case study of the digital library development in China. Over four years, short-term loan (STL) costs have increased at an alarming rate and important publishers have altered what content was made available through aggregator DDA platforms plus the terms of availability of the content. The library examined how DDA fits into it Collection-Building and management processes in a continually changing environment and offers some strategies and considerations useful for helping in the choice of e-book purchasing models.

Building a scientific knowledge web portal the nanoport experience

While the Web has made the communication and sharing of research ideas and results among scientists easier and faster than ever, its dynamic and unstructured nature also makes the scientists faced with such problems as information overload, vocabulary difference, and lack of analysis tools. To address these problems, it is highly desirable to have an integrated, "one-stop shopping" Web portal to support effective information searching and analysis as well as to enhance communication and collaboration among researchers in various scientific fields. In this paper, we review existing information retrieval techniques and related literature, and propose a framework for developing integrated Web portals that support information searching and analysis for scientific knowledge. Our framework incorporates Collection Building, meta-searching, keyword suggestion, and various content analysis techniques such as document summarization, document clustering, and topic map visualization. Patent analysis techniques such as citation analysis and content map analysis are also incorporated. To demonstrate the feasibility of our approach, we developed based on our architecture a knowledge portal, called NanoPort, in the field of nanoscale science and engineering. We report our experience and explore the various issues of relevance to developing a Web portal for scientific domains. The system was compared to other search systems in the field and several design issues were identified. An evaluation study was conducted and the results showed that subjects were more satisfied with the NanoPort system than with Scirus, a leading search engine for scientific articles. Through our prototype system, we demonstrated the feasibility of using such an integrated approach and the study brought insight into applying the proposed domain-independent architecture to different areas of science and engineering in the future.

Ecology and Evolution, 2015Co-Authors: Angela Lomba, Paulo C Alves, R H G Jongman, D I MccrackenAbstract:Agriculture constitutes a dominant land cover worldwide, and rural landscapes under extensive farming practices acknowledged due to high biodiversity levels. The High Nature Value farmland (HNVf) concept has been highlighted in the EU environmental and rural policies due to their inherent potential to help characterize and direct financial support to European landscapes where high nature and/or conservation value is dependent on the continuation of specific low-intensity farming systems. Assessing the extent of HNV farmland by necessity relies on the availability of both ecological and farming systems' data, and difficulties associated with making such assessments have been widely described across Europe. A spatially explicit framework of data Collection, Building out from local administrative units, has recently been suggested as a means of addressing such difficulties. This manuscript tests the relevance of the proposed approach, describes the spatially explicit framework in a case study area in northern Portugal, and discusses the potential of the approach to help better inform the implementation of conservation and rural development policies. Synthesis and applications: The potential of a novel approach (combining land use/cover, farming and environmental data) to provide more accurate and efficient mapping and monitoring of HNV farmlands is tested at the local level in northern Portugal. The approach is considered to constitute a step forward toward a more precise targeting of landscapes for agri-environment schemes, as it allowed a more accurate discrimination of areas within the case study landscape that have a higher value for nature conservation.
