This paper presents relevant aspects of the system of cross compliance, scope and definitions, specific, targeted areas and cross compliance rules, timetable for implementation, monitoring and enforcement of cross compliance, regulatory framework and conclusions. Also, the paper presents support schemes for which the cross compliance rules, integrated administration and control system (IACS), the tools and media to farmers on cross compliance.

This has generated the reaction of developing countries, now better organized since the beginning of the Doha Round. Developing Countries demand the effective reduction of Agricultural subsidies, given that such practices have lowered international prices and therefore ruined many small producers in the South. In this context, the EU has been pushed to cut subsidies to Agricultural production and exports. Nevertheless, the final impact of the new Common Agricultural Policy is yet unknown, since negotiations in the Doha Round respond, not only to the interests of member countries

Common Agricultural Policy 2014 to 2020

Hofreither, Franz SinabellAbstract:Consistent with proposals provided by the OECD, the practice of linking the Common Agricultural Policy with Agricultural production was abandoned after the 2003 reform. Another substantial change was expected from the 2013 reform. In line with the OECD principle, the provision of public goods should be demand-driven. In spite of favourable market conditions the final agreement fell short of meeting expectations, including those that it might strengthen rural development, ensure more equal direct payments and reduce administrative burdens. Causes for such an outcome are likely to be reform path dependencies and a tendency towards greater flexibilities motivated by national and regional interests. Among the expected outcomes are the continuation of fiscal discipline, more market-friendly regulations of the Common market order and new risk management instruments.

exploring the distribution of direct payments of the Common Agricultural Policy

They are mostly in the form of decoupled direct payments which are intended to be allocatively neutral. Increasing volumes of such transfers imply that distributive aspects of CAP expenditures become more important. This paper looks at this issue by calculating various measures of concentration based on statistics on recipients of direct payments covering the period of 2000 to 2006. The findings are evaluated in the context of the objectives of the CAP and the review of the financial framework, due to be discussed in late 2008.

Energy Crops and the Common Agricultural Policy
2006Co-Authors: Kes Mccormick, Helen Nilsson, Mihai TomescuAbstract:The Biomass Action Plan (BAP) for Europe outlines how to achieve the targets for bioenergy and energy crops defined by the European Commission and member states. However, it is the Common Agricultural Policy (CAP) that shapes the utilisation of Agricultural land. This paper therefore reviews the supportive measures for energy crops in recent CAP reforms and investigates the effects on farmers in ‘real-life’ case studies from Sweden, Italy and Austria. This paper explores if the recent CAP reforms are sufficient to motivate farmers to cultivate energy crops; identifies the barriers and drivers for energy crops from the perspective of farmers; and suggests how to enhance supportive measures in the CAP to overcome barriers and complement the BAP. The main roadblock to Doha’s successful completion is disagreement on Agricultural issues – the Special Safeguard Mechanism, market access and domestic support. This paper analyzes the key factors underpinning the positions of developing and developed countries, with a focus on the role of the European Union’s Common Agricultural Policy (CAP) and some of EU’s preferential trade arrangements.
