    Abstract:

    In conjunction with ecological service, in this study a definition for Water eco-service is proposed, as well as a novel model designed for Water eco-service assessment and Compensation in a coal mining region based on the complex ecosystem theory. As a case study, the model was applied to assess the impact of coal mining on local Water eco-service, economy, and society in the Mentougou District through cost-benefit analysis. A multi-Compensation system that includes financial Compensation, Water resource supplementation and industry support, as well as capacity-building was also designed. The results show that Water eco-service in the coal mining region of Mentougou has been damaged in four aspects (resource, environment, habitat, and disaster) with the damage valued at $5.54 million. It was also found that coal enterprises and both the Mentougou and Beijing governments are responsible for the multi-Compensation to the damaged mining region at specific proportions and in various ways. The multi-Compensation measures and schemes in both temporal and spatial scales are outlined in this paper and this study provides new theories on and methods for Water ecological Compensation in coal mining areas where reconstruction is needed.   • Financial Mechanisms for Conservation in Brazil

    Abstract:

    : I reviewed some of the financial mechanisms for biodiversity conservation activities in Brazil. There is a heavy dependence on the public sector, but macroeconomic policies aimed at reducing government spending have resulted in reduced budgets dedicated to public conservation measures. The financial constraints for environmental protection have also increased because of a reduction in foreign aid. Positive signs for the immediate future, however, come from new initiatives that create economic instruments to finance conservation. The most important initiatives include conservation criteria for tax redistribution; environmental Compensation; Water charges; royalties for electricity, petroleum, and natural gas; tradable obligations for forest reserves; and voluntary measures on the part of the business sector. Resources created from these initiatives have different origins and are managed by different public agencies according to varying laws and policies, so their efficient implementation will require that the institutions involved in biodiversity conservation in Brazil establish a minimum set of common priorities and objectives. Resumen: Revise algunos de los mecanismos financieros para actividades de conservacion en Brasil. Hay una fuerte dependencia en el sector publico, pero las politicas macroeconomicas orientadas a la reduccion del gasto del gobierno han resultado en menores presupuestos dedicados a medidas de conservacion publicas. Las restricciones financieras para la proteccion ambiental tambien han incrementado debido a una reduccion en la asistencia externa. Sin embargo, hay senales positivas para el futuro inmediato que provienen de nuevas iniciativas que han creado instrumentos economicos para financiar a la conservacion. Las iniciativas mas importantes incluyen criterios de conservacion para la redistribucion de impuestos; compensacion ambiental; cargos por uso de aguas; comisiones por electricidad, petroleo y gas natural; compromisos negociables para reservas forestales; y medidas voluntarias por parte del sector empresarial. Los recursos creados a partir de estas iniciativas tienen origenes diferentes y son administrados por agencias publicas diferentes de acuerdo con leyes y politicas diferentes, de manera que su eficiente instrumentacion requerira que las instituciones involucradas en la conservacion de la biodiversidad en Brasil establezcan un conjunto minimo de prioridades y objetivos comunes.

  • Enthalpy and Entropy Contributions to the Solubility of Sulphamethoxypyridazine in Solvent Mixtures Showing Two Solubility Maxima

    Abstract:

    The solubility of sulphamethoxypyridazine was measured at several temperatures in mixtures of Water:ethanol and ethanol:ethyl acetate. Sulphamethoxypyridazine was chosen as a model drug to compare the solvation effects of proton donor-proton acceptor (Water and ethanol) and proton acceptor (ethyl acetate) solvents and mixtures of these solvents because this drug contains functional groups capable of Lewis acid-base interaction. A plot of the mole fraction solubility against the solubility parameter (delta 1 = 30.87 MPa1/2 (20:80 v/v Water:ethanol) and another at delta 1 = 20.88 MPa1/2 (30:70 v/v ethanol:ethyl acetate) at all the temperatures under study. The enthalpies and entropies of mixing as well as the enthalpies and entropies of transfer of sulphamethoxypyridazine from ethanol of mixing as well as the enthalpies and entropies of transfer of sulphamethoxypyridazine from ethanol to Water:ethanol and ethanol:ethyl acetate mixtures were calculated to compare solvation characteristics of the solvent mixtures toward the drug. As ethanol is added to Water, the entropy increases and the structure of the solvent mixture became less ordered, favouring the interaction of the drug with the solvent mixture. On the other hand, in the case of the ethanol:ethyl acetate mixture, solubility is favoured by the more negative enthalpy values. This way, the same result, i.e. a solubility maximum, is obtained by different routes. In the ethanol:Water mixtures, the dissolution process if entropy-controlled while enthalpy is the driving force in the case of ethanol:ethyl acetate mixtures. The two solvent systems show enthalpy-entropy Compensation. Water deviates from the linear relationship due possibly to its hydrophobic effect.
