Kraemer, Jason DedrickAbstract:China transformed its economy by shifting from technological nationalism to a more pragmatic strategy of developing national capabilities in conjunction with multinational corporations. Consistent with this transformation, China has revamped its industrial and technology policies to become a major producer of Computer hardware and a major market for computing products. In 2000, mainland Chinese purchased more than seven million PCs, while Computer hardware production grew to $23 billion. China's policies clearly drew on the developmental approach of other Asia-Pacific countries that became leaders in the global Computer Industry through the strong support of government industrial and technology policies. China has likewise become a major force in the global PC Industry, as both the most attractive growth market and as a large producer. New challenges loom as China joins the World Trade Organization and faces more pressure to open its market to foreign competition. The paper considers the regional and national environment.

Kraemer, Juan J Palacios, Paulo Bastos Tigre, Antonio Jose Junqueira BotelhoAbstract:Abstract Market liberalization has been carried out by many developing countries in the hopes of stimulating trade, investment and technology transfer. In order to analyze the impacts of liberalization on a specific Industry sector, this paper compares the experiences of Brazil and Mexico in liberalizing the Computer Industry in the 1990s. The authors conclude that liberalization leads to lower prices and more rapid diffusion of Computer use throughout the economy, but at a cost to domestic Computer firms who were harmed by foreign competition. Both countries saw an increase in Computer production, but Mexico's production was mainly for export to the United States, while Brazil was producing for the domestic market. The differences between outcomes in the two countries have been determined more by environmental factors than by the nature and pace of liberalization.

Creating a Computer Industry Giant: China's Industrial Policies and Outcomes in the 1990s

Kraemer, Jason DedrickAbstract:Since 1978, China has been transforming its socialist economy into a mixed market system. At the same time, it has revised its nationalist technology strategy of emphasizing autonomous development to a more pragmatic approach of requiring foreign companies to transfer technology in return for market access, directing domestic R&D toward commercial purposes, and supporting local companies in high-technology markets. This change is evident in China's policies toward the Computer Industry. Since the mid-1980s, the government has focused on promoting production of PCs, peripherals, and software, by allowing foreign firms into the market but also promoting domestic PC makers. In addition, China has made large investments in a series of projects aimed at creating information infrastructure and stimulating Computer use. This article examines the development of China’s Computer Industry, which is mainly focused around the personal Computer (PC). It shows how China’s shift from technological nationalism to pragmatism has enabled it to develop a domestic PC Industry which dominates the local market. It also shows the limits to China as a market for foreign companies as the share of domestic firms continues to rise. Finally, it shows how Taiwanese companies have relocated to China in order to maintain their role as low cost contract manufacturers for multinational Computer makers, and also have become contract manufacturers to China’s PC companies. Journal of Industrial Ecology, 2000Co-Authors: Christine Meisner Rosen, Janet Bercovitz, Sara L BeckmanAbstract:Summary Our article uses the theory of transaction cost economics as a conceptual basis for examining the contracting mechanisms by which firms in the Computer Industry structure programs to encourage their suppliers to improve their environmental management systems and/or the environmental quality of their products. We explore the economic transactions hazards associated with asking suppliers to invest in the specialized technologies required to improve environmental performance of products and management practices and the relational contracting mechanisms Computer Industry firms are using to protect themselves against these hazards. We also describe the importance the managers we interviewed attributed to various transactions hazards and their perceptions of how well their firms were coping with them. We conclude by discussing questions for future research. By using TCE to frame our analysis of how Computer manufacturers are structuring their relationships with their suppliers in the environmental area, we hope to show how social science theory can be used to enrich and increase the practicality of the work done by engineers and others in the mainstream areas of the industrial ecology field.

We find that companies in this sector have become more divergent and that there is little evidence of a process of isomorphism.

The Journal of High Technology Management Research, 2000Co-Authors: Geert Duysters, John HagedoornAbstract:Abstract This paper contributes to the understanding of the importance of dynamic firm capabilities for company performance in isolating the effect of the creation of core competences on the performance of companies in the international Computer Industry. It discusses and tests the assumed relation between different dimensions of core competences and performance. This is followed by a further study of the relation between the external appropriation of core competences through mergers and acquisitions, as well as through strategic technology alliances. A major conclusion of this study is that a specific set of endogenous technological core capabilities is needed to generate performance differentials. Also, the external appropriation of competences does not seem to be an easy solution through which companies can improve their existing capabilities in the short-run.
