  • Cooperative Research Centers as Small Business: Uncovering the Marketing and Recruiting Practices of University-Based Cooperative Research Centers

    Abstract:

    This chapter contribution to the edited volume addresses the importance of the ability of leaders in Cooperative Research centers to attract and retain industrial firms as members. Drew Rivers and Denis O. Gray recognize that despite centers’ reliance on industry funding, there has been very little work to understand how Cooperative Research centers market their services to and recruit new industry members. Their study takes a systematic look at the marketing practices of centers in the National Science Foundation Industry-University Cooperative Research Center program. In the absence of a directly relevant literature base, they review the inter-organizational relationship and relationship marketing literatures for help in understanding and interpreting marketing practices in the Cooperative Research centers context. Based on survey responses from center directors, they argue that Cooperative Research centers can be characterized as small businesses. Marketing practices tend to be informal and interactive, relying heavily on networking and relationship building to secure new members. More traditional, transaction-oriented marketing practices are less often utilized, though data suggest these practices could enhance marketing and recruiting outcomes. Implications, limitations, and avenues for future Research are discussed.     A great deal of Research and theory building on and/or related to Cooperative Research and intermediary organizations like CRCs has been performed by scholars and practitioners over the past several decades. As we have suggested throughout this volume, there is still need for a great deal more scholarship on this topic. In the spirit of community building and providing ongoing support, we have developed a website that contains a bibliography, organized by topics, of the published Research on Cooperative Research, CRCs, and the like. As you will see, if you visit our website, we would like this resource to grow and expand over time, so we are inviting our colleagues from around the globe to nominate other sources and even organizing topics to be included on the list. We look forward to receiving your contributions and to your feedback on how to make this effort more useful.

  • Cooperative Research centers and faculty satisfaction: a multi-level predictive analysis

    Cooperative Research centers (CRCs) are an important part of the innovation landscape in the US and are likely to play an increasingly important role in the US’s emerging Cooperative Research-based innovation policy. However, in spite of considerable Research on the technology transfer and economic development outcomes of CRCs, little empirical Research has focused on the benefits and risks faculty may expose themselves to while participating in these partnership arrangements. Given these circumstances, this study attempted to address two questions: What outcomes do faculty experience from their participation in a CRC? To what extent is faculty satisfaction with their involvement in CRCs explained by variables at different levels of analysis? Questionnaire data were obtained from 275 faculty involved in federally-funded CRCs. Descriptive findings suggest participating faculty receive a mix of tangible and intangible benefits and few report negative consequences. Predictive analyses indicated faculty satisfaction is explained by variables operating at the organizational (university Research funding), center (primary discipline) and individual-level (faculty benefits and symmetry with industry). Implications for future Research and policy are discussed.

  • Leadership in University-Based Cooperative Research Centres: A Qualitative Investigation of Performance Dimensions

    In spite of the importance often attached to the role played by leadership in university-based Cooperative Research centres, we know very little about what ‘leadership’ means in this specific context. The Research reported here used a qualitative approach to identify fifteen dimensions of leadership performance for directors of university-based Cooperative Research centres, which might serve as the basis of a future quantitative leadership performance measure. Nineteen university faculty members working in Research centres were interviewed, and their responses were content-analysed to identify both facilitators and inhibitors of centre directors' performance. Facilitative performance dimensions included: technical expertise, ambition/work ethic, broad thinking, embracing ambiguity, balancing competing stakeholders, leveraging social capital, obtaining resources, navigating bureaucracy, granting autonomy, interpersonal skill, team building and task adaptability. IUCRCs are small academic centers designed to foster technology transfer between universities and firms. Since IUCRCs depend on industry support we expect them to further the Research of member companies. Our findings suggest that IUCRCs promote industry-university technology transfer. We find strong associations between laboratory membership in IUCRCs and the importance of faculty consultants, co-authorship with faculty and hiring of graduate students to the laboratories. IUCRC membership contributes small increments, not always statistically significant, of 2% in laboratory patenting and Research expenditures. Both estimates are larger for National Science Foundation IUCRCs, consistent with their quality and their sorting to larger laboratories. These results survive a simultaneous equation analysis of the joint decision to patent and join IUCRCs. Nevertheless more work is needed to separate the effect of the IUCRCs from the matching mechanism that assigns IUCRCs to R&D laboratories.
