    Abstract:

    In smart grid, residential consumers adopt different load scheduling methods to manage their power consumptions with specific objectives. The conventional load scheduling methods aim to maximize the consumption payoff or minimize the consumption Cost. In this paper, we introduce a novel concept of Cost Efficiency-based residential load scheduling framework to improve the economical Efficiency of the residential electricity consumption. The Cost Efficiency is defined as the ratio of consumer’s total consumption benefit to its total electricity payment during a certain period. We develop a Cost-efficient load scheduling algorithm for the demand-side’s day-ahead bidding process and real-time pricing mechanism by using a fractional programing approach. Results show that the proposed scheduling algorithm can effectively reflect and affect user’s consumption behavior and achieve the optimal Cost-efficient energy consumption profile. For practical consideration, we also take into account the service fee and distributed energy resources (DERs) in our framework, and analyze their impacts on the Cost Efficiency. Simulation results confirm that the proposed algorithm significantly improves consumer’s Cost Efficiency. It is shown that a higher service fee will decrease the Cost Efficiency, while the integration of DERs can effectively improve the Cost Efficiency.

  • Cost Efficiency for Economical Mobile Data Traffic Management From Users’ Perspective

    Abstract:

    Explosive demand for wireless internet services has posed critical challenges for wireless networks due to their limited capacity. To tackle this hurdle, wireless Internet service providers (WISPs) take the smart data pricing to manage data traffic loads. Meanwhile, from the users' perspective, it is also reasonable and desired to employ mobile data traffic management under the pricing policies of WISPs to improve the economic Efficiency of data consumption. In this paper, we introduce a concept of Cost Efficiency (CE) for user's mobile data management, defined as the ratio of user's mobile data consumption benefits and its expense. We propose an integrated CE-based data traffic management scheme, including long-term data demand planning, short-term data traffic pre-scheduling, and real-time data traffic management. The real-time data traffic management algorithm is proposed to coordinate user's data consumption to tailor to the pre-scheduled data traffic profile. Numerical results demonstrate the effectiveness of CE framework in indicating and motivating mobile user's data consumption behavior. The proposed management scheme can effectively motivate the user to adjust its data consumption profile to obtain the optimal data consumption CE.

    Abstract Several countries around the world have introduced reforms to the electric power sector. One important element of these reforms is the introduction of an unbundling process, i.e., the separation of the competitive activities of supply and production from the monopole activity of transmission and distribution of electricity. There are several forms of unbundling: functional, legal and ownership. New Zealand, for instance, adopted an ownership unbundling in 1998. As discussed in the literature, ownership unbundling produces benefits and Costs. One of the benefits may be an improvement in the level of the productive Efficiency of the companies due to the use of the inputs in just one activity and a greater level of transparency for the regulator. This paper analyzes the Cost Efficiency of 28 electricity distribution companies in New Zealand for the period between 1996 and 2011. Using a stochastic frontier panel data model, a total Cost function and a variable Cost function are estimated in order to evaluate the impact of ownership unbundling on the level of Cost Efficiency. The results indicate that ownership separation of electricity generation and retail operations from the distribution network has a positive effect on the Cost Efficiency of distribution companies in New Zealand. The estimated effect of ownership separation suggests a positive average one-off shift in the level of Cost Efficiency by 0.242 in the short-run and 0.144 in the long-run.

    Abstract:

    This paper investigates the scale and Cost Efficiency of the Swiss Post using an econometric approach. Our empirical analysis considers a sample of postal offices operating in the Italian-speaking part of Switzerland. The paper considers estimation of a log-log Cost function employing a data set for the year 2001 with information on 47 small local post offices. The empirical evidence indicates the existence of economies of scale. Further, the outcome of this analysis shows that approximately 50% of the postal offices operate close to the regional standard for Efficiency.

    Abstract:

    Abstract In order to exploit economies of scale Belgian municipalities regularly cooperate in the provision of waste related services. In particular for the collection and separation of household packaging waste, municipalities appear to seek technical and Cost Efficiency gains by cooperating via municipal waste joint ventures. Although most Belgian municipal waste joint ventures can present excellent recycling and recovery rates for household packaging waste, their performance in terms of Cost-Efficiency has never been assessed. Using a unique dataset comprising of the Costs for all 35 Belgian municipal waste joint ventures in 2010, this paper present the first assessment of the Cost Efficiency of household packaging waste collection in Belgium. As we are not sure on the relative importance of the separate Cost Efficiency scores for the three selectively collected household packaging waste fractions when determining the overall Cost Efficiency, this paper draws on the Benefit-of-the-Doubt approach. Our results indicate that, despite the substantial cooperation between municipalities, still considerable differences in Cost Efficiency for household packaging waste collection exist.

    Abstract This paper proposes an adjusted version of the popular Efficiency measurement technique data envelopment analysis (DEA) that makes it possible (1) to evaluate the Cost Efficiency of municipalities in the collection and processing of multiple household waste fractions, (2) robustifying the Cost Efficiency evaluations for the impact of measurement errors in the data or municipalities with outlying and atypical performances (if present in the sample set), and (3) to correct the evaluations for differences in the operating environments of municipalities (e.g., factors such as demography and median income of the municipality population). The paper illustrates the usefulness of the methodology by carrying out and analyzing a Cost Efficiency evaluation using data on 293 municipalities in Flanders, Belgium, for the year 2008.
