Improving Crime data sharing and Analysis tools for a Web-based Crime Analysis Toolkit: WebCAT 2.2

ConklinAbstract:WebCAT is a Web-based Crime Analysis toolkit that provides state-wide data sharing capabilities and Crime Analysis tools to all Virginia Crime agencies in order to aid in forensics, Crime prevention, and law enforcement. This paper describes the design, Analysis, implementation, and testing of new capabilities for data sharing, geospatial and event Analysis, and user interaction. Performance testing indicates that the new version, developed by the authors, provides increased speed of Analysis and program navigation, an increased amount of Crime data shared between Virginia jurisdictions, and an increased number of WebCAT Analysis tools. Law enforcement agencies throughout the state can use the enhanced system to improve Crime prediction and response, and consequently enhance safety for all Virginia residents.

A Crime Forecasting Tool for the Web-Based Crime Analysis Toolkit

ConklinAbstract:In this paper, we outline the development of a Crime forecasting tool for law enforcement applications. This tool implements a spatial discrete choice model (DCM) that takes into account the attributes of locations and the preferences of criminals in selecting target locations. Other steps required for development were the acquisition of data and the selection of suitable software components. Once these design decisions were made the components were integrated with the Web-Based Crime Analysis Toolkit to make the tool available to Crime analysts throughout Virginia.

WebCAT: The Development, Performance Analysis, And Deployment of a Web-based Crime Analysis Toolkit

HansenAbstract:The Systems and Information Engineering Department at the University of Virginia has teamed with the Virginia Department of Criminal Justice Services since 2000 to develop WebCAT, the Web-based Crime Analysis Toolkit. WebCAT provides Crime analysts with a tool to access Virginia's statewide Crime data and effectively analyze it. The authors have prepared WebCAT for deployment by finishing its development, conducting an integrated system performance evaluation, and performing a life cycle Analysis. Regarding deployment, the data acquisition, query time efficiency, and spatial mapping capabilities have been improved. A performance evaluation assessed the effectiveness of WebCAT's developments to ensure that it is now a more efficient tool. Finally, the life cycle Analysis provided a methodology for maintaining WebCAT after deployment. The work done this year guarantees that WebCAT is not only ready for deployment, but also that it will be a sustainable toolkit that will aid in Crime prevention in years to come.

THE DESIGN AND DEVELOPMENT OF WEBCAT: AN ONLINE Crime Analysis TOOL

The team has met its objectives by successfully developing all the components of this system.

Spatiotemporal Crime Analysis in U.S. law enforcement agencies: Current practices and unmet needs

MaceachrenAbstract:Abstract This article compares the current states of science and practice regarding spatiotemporal (space + time) Crime Analysis within intermediate- to large-size law enforcement agencies in the Northeastern United States. The contributions of the presented research are two-fold. First, a comprehensive literature review was completed spanning the domains of Criminology/Crime Analysis and GIScience/Cartography to establish the current state of science on spatiotemporal Crime Analysis. This background review then was complemented with a set of interviews with personnel from seven intermediate- to large-size law enforcement agencies in the United States in order to establish the current state of practice of spatiotemporal Crime Analysis. The comparison of science and practice revealed a variety of insights into the current practice of spatiotemporal Crime Analysis as well as identified four broad, currently unmet needs: (1) improve access to externally maintained government datasets and allow for flexible and dynamic combination of these datasets; (2) place an emphasis on user interface design in order to improve the usability of Crime mapping and Analysis tools, (3) integrate geographic and temporal representations and analyses methods to better unlock insight into spatiotemporal criminal activity, and (4) improve support for strategic Crime Analysis and, ultimately, public safety policymaking and administration. The results of the interview study ultimately were used to inform the design and development of a spatiotemporal Crime mapping application called GeoVISTA CrimeViz.
