    Contemporary democracies are frequently criticized for failing to respond adequately to environmental problems and our political institutions are often charged with misrepresenting environmental values in decision-making processes. In this innovative volume, Graham Smith argues that the enhancement and institutionalisation of democratic deliberation will improve reflection on the wide range of environmental values that citizens hold. Drawing on theories of Deliberative Democracy, Smith argues that institutions need to be restructured in order to promote democratic dialogue and reflection on the plurality of environmental values. Deliberative Democracy and the Environment makes an important contribution to our understanding of the relationship between democratic and green political theory. Drawing on evidence from Europe and the United States, it systematically engages with questions of institutional design.     Abstract:

    In this paper, we examined the effect of Deliberative Democracy on polarization of opinion. Through three cases analyses, we find that Deliberative Democracy has two major components – provision of information and group discussion. Polarization of opinion can be explained by several theories: social identity theory (Tajfel, 1978), social comparison (Isenberg, 1986), and confirmation bias (Kahneman, 2012). We constructed a Deliberative Democracy model that reflected these mechanisms of polarization. We found that Deliberative Democracy actually decreased polarization of opinion when group discussion was a strong factor. Our study provides guidelines for institutional design incorporating Deliberative Democracy, with emphasis on composition of unbiased group discussions.

    The socialist Deliberative Democracy highlighted in the Eighteenth National Congress of the Communist Party of China has distinctive characteristics and is of great significance because it embodies the universality of socialist Democracy, and is helpful to the orderly political participation of the people and the correct leadership of the Communist Party of China. To better adhere to and improve the socialist Deliberative Democracy with Chinese characteristics, a relaxed and stable, harmonious political environment should be maintained, the institutionalization and standardization construction should be constantly made, the combination of electoral Democracy and Deliberative Democracy should be actively promoted, and the realization form of Deliberative Democracy at the grass-roots level should be radically innovated.

    Abstract:

    The holding of fair and just general elections is a constitutional mandate. The oversight system in the general election becomes a very important part in realizing a fair and just general election for all parties. The system of electoral supervision in Indonesia is governed by several provisions of the law. The theory of Deliberative Democracy is more interesting to be applied in various government policies because it is considered capable of realizing the real democratic goals. This study aims to analyze related to the election supervision system in the perspective of Deliberative Democracy. Is the election supervisory system in Indonesia already accommodating the principle of Deliberative Democracy? The method used in this study is normative juridical by analyzing the provisions in legislation related to election supervision. The results of the study were analyzed using the theory of Deliberative Democracy. The results of this study found that the electoral supervision system in Indonesia has provided a concept of participatory oversight. The concept of participatory oversight provides space for the community to participate in electoral supervision. So it can be concluded that the system of supervision of general elections in Indonesia has applied Deliberative Democracy. The recommendation is given that the Election Supervisory Board can socialize to the whole community related to the concept of participatory oversight.
