    Abstract:

    The process of Demographic Aging has been observed in many of the European countries as well as in the Republic of Macedonia. Based on the UN projections for participation of the elderly in the Republic of Macedonia, it is expected that the number of elderly persons at the age group older than 60 years will increase from 16.5% in 2009 to 33.0% in 2050 and for the elderly aged over 80 years from 2% in 2009 to 6.8% in 2050.This process affects almost all segments of society, but its impact is particularly evident on the system of pension insurance, healthcare as well as on social protection. Adopted international documents and harmonisation with national legislation lead to complete transformation of the system of social protection of the elderly. New scientific knowledge, changes of economic conditions and Demographic realities lead to introduction of new social protection principles such as pluralism, decentralization, and inclusion.This paper analyzes both international and national legal framework of social protection of elderly through the segments of introduced innovations, with special emphasis on the rights and services as well as on the assessment of the development of social services in accordance to the needs of elderly people, their availability and efficiency in meeting of individual needs of elderly. Expansion of the programs and implementation of the new scheme of social protection in the area of elderly care represents a convergence to the concept of active Aging and to the holistic approach in the process of planning and provision of social services.

    Abstract:

    Many studies have reported genetic interventions that have an effect on mouse life span; however, it is crucial to discriminate between manipulations of Aging and Aging-independent causes of life extension. Here, we used the Gompertz equation to determine whether previously reported Aging-related mouse genes statistically affect the Demographic rate of Aging. Of 30 genetic manipulations previously reported to extend life span, for only two we found evidence of retarding Demographic Aging: Cisd2 and hMTH1. Of 24 genetic manipulations reported to shorten life span and induce premature Aging features, we found evidence of five accelerating Demographic Aging: Casp2, Fn1, IKK-β, JunD, and Stub1. Overall, our reassessment found that only 15% of the genetic manipulations analyzed significantly affected the Demographic rate of Aging as predicted, suggesting that a relatively small proportion of interventions affecting longevity do so by regulating the rate of Aging. By contrast, genetic manipulations affecting longevity tend to impact on Aging-independent mortality. Our meta-analysis of multiple mouse longevity studies also reveals substantial variation in the controls used across experiments, suggesting that a short life span of controls is a potential source of bias. Overall, the present work leads to a reassessment of genes affecting the Aging process in mice, with broad implications for our understanding of the genetics of mammalian Aging and which genes may be more promising targets for drug discovery.

    Despite all remaining political economical and cultural differences in the member countries of the European Union...population ageing is a common phenomena of all these countries....Many spheres of socio-economic life in the countries of the European Union are already affected by this shifting process....Most of the social security and welfare systems of the industrialized countries in the European Union are mainly based on intergenerational solidarity a solidarity which is highly burdened by the Demographic development. In this respect policy makers have to take into consideration the expected changes in the age structure of the economically active population changing patterns of labour force participation as well as changes in family and household structures in their task to modify existing systems or to build new systems of social security and welfare under the growing burden of an ageing society. The term describes a relative change in the age structure of a population which cannot be explained by natural criteria alone. The thesis that a population is Aging or getting younger is dependent on a measurement concept for Demographic Aging. This essay will introduce the Billeter-measure as such a concept.
