However, limited research exists that explores how suburban district leaders are responding to such Changes, and what factors may shape their responses. To better understand how districts within these communities are responding to suburban diversification, we conducted a qualitative case study of a large and rapidly changing suburban district. We interviewed top-level district administrators, principals, and teachers at three case study schools that were undergoing particularly rapid Demographic shifts. We found that instead of directly addressing issues of race in the district, the district’s response was colorblind in design: It was racially conscious of Changes in student Demographics, but its practices to address these Changes were race-neutral. Findings suggest that districts must assert a framework for responding to issues of race in the face of Demographic Change.

In this article, we examine the discourses surrounding race and Demographic Change in three suburban school districts that have been undergoing rapid Demographic Changes and which contain Demographically distinct areas within their district boundaries. Utilizing a critical discourse analysis (CDA) approach, we analyze how the policy context (federal and state) frames actors’ discourses and understandings of race, paying particular attention to the political and institutional factors affecting school policy. We illustrate how the discourse, in turn, is related to the actions (or inactions) taken by district and school leaders to respond to Demographic Change. We conclude the article by discussing policy implications and potential challenges districts may face in the future if efforts to purposively address racial Changes continue to be a...

This paper draws on the findings of a European study, Demographic Change and Housing Wealth (DEMHOW), which set out to explore whether housing plays a role in retirement planning. This paper compares the views of homeowners in Germany and the UK. The former is a country where homeownership is the minority tenure and the preserve of affluent households, and where house prices have been stagnant for years. The latter is a country of homeownership where half the poor are home owners, and where real house price increases over many decades have served to establish the belief that homeownership is one of the best investments accessible to ordinary people.
