On Prerequisites for the Application of Sustainable Development Indicators in Urban Water Management
Sustainability, 2010Co-Authors: Ulrika PalmeAbstract:Semi-structured interviews with 47 key actors were conducted in Swedish water utilities on why Sustainable Development Indicators (SDIs) are or are not used. Important influencing aspects identified included organizational inertia, social capital, the national water sector and authorities. Divergent views of SD and Indicators appear to hinder SDI initiatives. Possible explanations are that: (a) not all actors look at decision-making as the kind of rational process the focus on Indicators implies, and (b), Swedish urban water systems are widely regarded as sustainable. The water sector itself and regulation are identified as the strongest potential drivers for increased use of SDIs

Resources Conservation and Recycling, 2005Co-Authors: Ulrika Palme, Margareta Lundin, Annemarie Tillman, Sverker MolanderAbstract:This paper presents a study where sustainable Development Indicators (SDIs) for sludge handling and wastewater treatment systems were constructed in co-operation with a large Swedish water company. Results from a life cycle assessment, a risk assessment, an economic assessment and an uncertainty assessment were used as inputs for ranking technical options of sludge handling by use of multi-criteria analysis (MCA). The MCA included assessment of the different technical options, valuation of different, and often conflicting, aspects of sustainability and weighting of various criteria. On basis of the preferences expressed in the MCA, a number of SDIs and, when possible, targets for sustainable Development, were formulated. The resulting SDIs reflected economic, environmental, technical and social aspects of sustainable Development of sludge handling systems. Where possible, the coverage of the Indicators was extended to the entire wastewater system.

Sustainable Development Indicators for urban water systems? Case studies on prerequisites and demand.
2005Co-Authors: Ulrika PalmeAbstract:Research on the use of sustainable Development Indicators (SDIs) within organizations and companies shows that the present management of sustainability information is often poorly coordinated and lacking in focus. The goal of this project is to conduct an analysis of the information needs of stakeholders in the water sector and to formulate a specification of requirements for effective and efficient sustainability information systems supporting different applications. This is to be achieved through a series of case studies of Swedish water companies/organizations. The first case study was performed within a municipally owned and governed water organization serving approximately 190 000 people. Employees at different levels of the organization were interviewed on their view on sustainable Development and the role of information and Indicators in this context. The results show that most of the informants consider the present urban water system to be well in line with their vision of sustainable Development. There are numerous financial and environmental Indicators in use for monitoring and reporting within the organization, but no Indicators connected to targets of sustainable Development or integrating the different aspects of sustainability. There is a request for such Indicators among planners and strategists, but little interest among other informants.

Sustainable Development Indicators for the transmission system of an electric utility

The Indicators were developed based on extensive consultations with internal experts at the case utility and external experts in the field of sustainable Development Indicators. A total of 98 Indicators were incorporated into the system, with 70 being developed as a part of this process and 28 representing Indicators previously developed by the company. Recognizing the difficulty of working with nearly 100 unstructured measures, four techniques were used to increase the utility of the Indicators: (1) the Indicators were clustered around eight key priority areas, (2) the Indicators were organized according to a hierarchical approach linked to the business planning process, (3) the process of integrating the Indicators with existing corporate initiatives was staggered over time and (4) a tiered aggregate was developed. The process of developing the Indicators is discussed, with key lessons learned emphasized throughout the paper. Copyright © 2006 John Wiley & Sons, Ltd and ERP Environment.

A six‐step process was used to create the Indicators: conduct a needs assessment; conduct process planning; develop a draft set of Indicators; test and adjust the Indicators; implement the Indicators; and review and improve the Indicators.Findings – The case study demonstrates how existing projects impact the process of developing Indicators. It highlights that any system of Indicators must be linked to the business planning process.
