    Abstract:

    Water resource management is a critical component of eco-industrial parks. This article proposes a methodology, termed the water resource management model for industrial parks, that integrates a water input-output table with water pinch technology. A case study of the Yixing Economic Development Zone (YEDZ) in China illustrates the methodology. Each sector's water utilization and direct and indirect intersectoral interactions of water and water pollutants in 2007 and 2015 are accounted for. It is proposed that water metabolism in 2015 could achieve certain objectives of water resource management in the YEDZ. In addition, future policies are proposed. The YEDZ needs to focus on improving various technologies regarding the manufacture of textiles, the manufacture of raw chemical materials and chemical products, and the production and supply of electric and heat power - which will promote the utilization of water cascading among sectors and encourage the reuse of treated water from wastewater treatment plants. Last, future work for water resource management is proposed.

    This article aims to explore the mechanisms of the Development Zone fever in the Suzhou region, located in the fast-growing Yangtze River Delta, and investigates, from an institutional perspective, the practice of relevant intragovernmental governance in the context of rapid industrialisation since the 1990s. A specific mode of governance—the evaluative economic indicators scheme inherited from the earlier socialist planning system, combined with the party/state's promotion/evaluation system—plays an essential role in this transformation of farmland property rights. However, this model of Development is not necessarily helpful for local financial conditions and it results in the disclacement of peasants and the loss of land resources.     Abstract:

    The degree of intensive land use is of great significance to urban planning and urban Development. In order to evaluate the intensive land use level of Xi’an National Hi-tech Industrial Development Zone in China, this paper chooses 16 indexes according to Intensive Land Use Evaluation Protocols of Development Zones. The 16 indexes are divided into 3 categories: (1) land use condition; (2) land output efficiency; (3) land management performance. The weights of indexes are determined by using Delphi method. On the basis of calculation of indexes’ actual value, ideal value, and the degree of realization, the score of the intensive land use level of Xi’an National Hi-tech Industrial Development Zone is obtained, which is 96.44%, and the scores of the three objectives are as follows: land use condition is 96.41%, land output efficiency is 96.90%, land management performance is 95.73%. The scores of the three objectives are higher and balanced, which indicates a significant intensive land use level of Xi’an National Hi-tech Industrial Development Zone in China.
