    Abstract:

    In 2007, the Southwest Power Pool (SPP) formed the Customer Response Task Force (CRTF) to identify barriers to deploying demand response (DR) resources in wholesale markets and develop policies to overcome these barriers. One of the initiatives of this Task Force was to develop more detailed information on existing retail DR programs and dynamic pricing tariffs, program rules, and utility operating practices. This report describes the results of a comprehensive survey conducted by LBNL in support of the Customer Response Task Force and discusses policy implications for integrating legacy retail DR programs and dynamic pricing tariffs into wholesale markets in the SPP region. LBNL conducted a detailed survey of existing DR programs and dynamic pricing tariffs administered by SPP's member utilities. Survey respondents were asked to provide information on advance notice requirements to customers, operational triggers used to call events (e.g. system emergencies, market conditions, local emergencies), use of these DR resources to meet planning reserves requirements, DR resource availability (e.g. seasonal, annual), participant incentive structures, and monitoring and verification (MV;14percent. o Arkansas accounts for ~;;50percent of the DR resources in the SPP footprint; these DR resources are primarily managed by Cooperatives. o Publicly-owned Cooperatives accounted for 54percent of the existing DR resources among SPP members. For these entities, investment in DR is often driven by the need to reduce summer peak demand that is used to set demand charges for each Distribution Cooperative. o About 65-70percent of the interruptible/curtailable tariffs and DLC programs are routinely triggered based on market conditions, not just for system emergencies. Approximately, 53percent of the DR resources are available with less than two hours advance notice and 447 MW can be dispatched with less than thirty minutes notice. o Most legacy DR programs offered a reservation payment ($/kW) for participation; incentive payment levels ranged from $0.40 to $8.30/kW-month for interruptible rate tariffs and $0.30 to $4.60/kW-month for DLC programs. A few interruptible programs offered incentive payments which were explicitly linked to actual load reductions during events; payments ranged from 2 to 40 cents/kWh for load curtailed.

    Este trabalho foi elaborado a partir necessidade que a Cooperativa de Distribuição de Energia Elétrica - CERFOX tem de regular periodicamente seus níveis de tensão, de acordo padrões regulatórios exigidos pela ANEEL, que aplica limites de variação da tensão em regime permanente. Caso estes níveis estiverem fora dos limites, a distribuidora estará sujeita a penalizações como multas. Realizando um estudo em cima dos níveis de tensão de um dos alimentadores da Cerfox, que faz tomada de energia junto a distribuidora RGE, foi verificado o comportamento da tensão deste sistema e após realizar o levantamento das informações, do gerenciamento técnico da empresa e dos softwares utilizados no cadastro das informações, fizeram-se as devidas exportações das informações técnicas para a plataforma de simulação. As simulações e modelagens do fluxo de potência foram realizadas no software SINAPgrid, uma plataforma que possibilita a análise de redes elétricas, permitindo tanto o planejamento quanto a operação de todos os sistemas que distribuem energia elétrica. Este trabalho propôs duas alternativas técnicas para a devida adequação dos níveis de tensão nos cenários analisados. Os resultados mostraram que a segunda alternativa, comportou-se de forma adequada com a demanda utilizada atualmente e com a análise de crescimento de consumo trazendo um resultado satisfatório. Dessa forma a alternativa dois deverá ser analisada economicamente, e sendo viável executá-la no alimentador. Este projeto será um piloto, podendo ser aperfeiçoado e aplicado aos demais alimentadores da Cerfox, garantindo uma energia com mais qualidade, sendo entregue ao consumidor.This work was prepared based on the need that the Electric Energy Distribution Cooperative - CERFOX has to periodically regulate its voltage levels, according to regulatory standards required by ANEEL, which imposes limits of minimum and maximum variation for the voltage in permanent regime. If these levels are outside the limits, the distributor will be subject to penalties such as fines. Conducting a study on the voltage levels of one of the feeders of Cerfox, which makes power outlets with the RGE distributor, the behavior of the voltage of this system was verified and after collecting the data, the technical management of the company and the software used in the registration of information, due exports of technical information were made to the simulation platform. Power flow simulations and modeling were performed using the SINAPgrid software, a platform that enables the analysis of electrical networks, allowing both the planning and the operation of all systems that distribute electricity. This work proposed two technical alternatives for the proper adaptation of the tension levels in the analyzed scenarios. The results showed that the second alternative, behaved adequately with the demand currently used and with the analysis of consumption growth bringing a satisfactory result. Thus, alternative two should be analyzed economically, and it is feasible to execute it on the feeder. This project will be a pilot, being able to be perfected and applied to other Cerfox feeders, guaranteeing a more quality energy, being delivered to the consumer

    ‘Nós éramos uma cooperativa de distribuição’: Algumas transformações no mercado de drogas ilegalizadas em um bairro popular de Rosário, de trabalho autônomo a uma comercialização em larga escala analisa algumas transformações no mercado ilegal de drogas — maconha e cocaína — ocorridas nas duas últimas décadas em um bairro popular da cidade de Rosário, na Argentina. A partir da reconstrução, em uma perspectiva etnográfica, da trajetória de jovens pertencentes a três diferentes gerações, pretende-se dar conta de mudanças mais gerais. As transformações serão apresentadas e organizadas em três dimensões: as formas de organização e distribuição interna de tarefas e a configuração de posições e papéis variados nesse mercado, a forma de venda de drogas ilícitas no varejo e, finalmente, as formas de se relacionar com a polícia.‘We Were a Distribution Cooperative’: A Few Transformations in the Banned Drugs Market in a Neighborhood in the City of Rosario, from SelfEmployment to Commercialization on a Large Scale analyzes some transformations in the market of banned drugs — marijuana and cocaine — that occurred in the last two decades in an urbanpopular neighborhood in the city of Rosario, Argentina. Based on the reconstruction, from an ethnographic perspective, of the path followed by young people belonging to three generations, it is intended to account for more general changes. The transformations will be presented and organized in three dimensions: the forms of organization and internal Distribution of tasks and the configuration of varied positions and roles; the form of retail sale; and finally, the ways of linking with the police.El artículo analiza algunas transformaciones en el mercado de drogas ilegalizadas – marihuana y cocaína – sucedidas en las dos últimas décadas, en un barrio popular de la ciudad de Rosario, Argentina. A partir de reconstruir, desde una perspectiva etnográfica, trayectorias de jóvenes pertenecientes a tres generaciones, se pretende dar cuenta de cambios más generales.
