    Abstract:

    The goal of the different national and supranational ecolabelling programs is to encourage consumers to choose products which are the least damaging to the environment. It is clear that the involvement of product and service users is essential to the establishment of sustainable consumption patterns. For this reason, ecolabelling must necessarily limit any risks of uncertainty. To this end, labels must take into account all the impacts of a product’s life cycle and use a reliable and verifiable evaluation method. In general, the organizations in charge of ecolabelling programs claim that a multi-criteria approach is used to define the exact labelling criteria appropriate for the product categories in question. These organizations generally maintain that their approach is based on the completion of exhaustive and complete life cycle analyses, which take into account all of the impacts caused by a product throughout its life cycle. And yet, the real situation is often far less clear-cut, and these simplified approaches, which tend to reconcile economic realism and methodological coherence, constitute the usual procedure for criteria definition. Thus, the procedures involved in criteria development often rely on a ‘semi-qualitative’ approach to the life cycle which uses both qualitative and quantitative data in order to identify the product’s significant stages on the environment. Presently, the ecolabel is a ‘non-verifiable expert property’ for the consumer. The ecolabel’s lack of objectivity in its criteria and its lack of transparency, resulting from non standardized methods whose accuracy cannot be measured, can only damage this sustainable development tool’s credibility. In effect, the primary hindrance to ecolabel development lies precisely within this difficulty of finding a compromise between economic feasibility and the scientific and methodological rigor which are indispensable to the label’s credibility and veracity.

    Abstract:

    Considering both trade globalization and the growing media coverage of the deterioration of natural resources and the ozone layer, the average citizen has become more demanding as a consumer when it comes to the environmental quality of the products he purchases. In this context, the implementation of adequate labeling may become both a major competitive issue in the marketplace as well as a means of promoting sustainable development that will allow the inclusion of environmental considerations in production procedures and in individuals behavior and choices. Designed to inform both private and public consumers of a product's environmental performance as compared to other products in the same category, the ecolabel is an excellent tool for the implementation of this new development paradigm. The ecolabel is a tool whose goal is to use markets in order to meet environmental goals. Presently, the ecolabel is the result of a voluntary step taken by manufacturer who takes it upon himself to declare that his products are ecological through the use of different seals or phrases (nitrate free, ozone layer friendly, biodegrable). Alternatively, the manufacturers may ask an independent organization for the right to use an ecolabel, by following a preset procedure and respecting pre-established criteria. Since the end of the 1980s, many countries have set up ecological certification and Ecolabeling programs: the European ecolabel, the Blue Angel in Germany, the Green Seal in the United States, NF in France, Eco-mark in Japan, and the Eco-logo in Canada. For the last ten years, the ecolabel has drawn the interest of public authorities in Western countries. Over this same decade, Europeans have gained a level of expertise that today allows them to assume an international leadership role in the field of Ecolabeling. In this context, several European jurists and economists have naturally become interested in the conditions linked to the development of this new tool for regulating production. Their studies show that the creation of a national policy of ecological labeling must be based on recognized standards private or prescribed so that the awarding of an ecolabel can be based on objective criteria. In the framework of trade liberalization, the development of the such ecolabel programs must be carried out while, ath the same time, an effort is made to avoid creating obstacles to international trade. Very little study has been devoted to the rules of international law that apply to this subject. This question is, however, central to the sustainable development tool. Our paper sets out to answer this question and to study the impact that the International Standards Organization's (ISO) 14000 series of standards has had on the harmonization of national Ecolabeling policies. Considering the impact of international law standards on the ecolabel's development as a sustainable tool, it is logical to make an in-depth analysis of the conditions of national Ecolabeling policy harmonization at the international level. De fait, l'ecolabel suscite de plus en plus l'interet des grandes entreprises qui le voient progressivement comme un facteur essentiel a prendre en consideration dans leurs strategies industrielles et commerciales. Cet interet des entreprises pour la certification ecologique volontaire de leurs produits et services revet une portee encore plus grande dans un contexte de globalisation des marches puisqu'elle est susceptible d'etre « ( ) a la fois un mode de protection tres efficace des marches interieurs et un instrument de conquete de plus en plus incontournable des marches exterieurs ». Outil commercial vehiculant une information environnementale afin de conferer un avantage concurrentiel aux produits nationaux, l'ecolabel pourrait etre taxe d'outil du « protectionnisme vert ». Cette possibilite n'a pas encore donne lieu a de reelles contestations mais elle est neanmoins assez serieuse pour figurer a l'ordre du jour des prochaines etudes de la Commission du commerce et de l'environnement (CCE) de l'Organisation mondiale du commerce (OMC). Cette commission a d'ailleurs exprime l'opinion qu'il existe une panoplie de programmes de certifications alimentaires ou environnementales qui reposent sur differents criteres et procedures qui sont susceptibles d'avoir des effets sur le commerce. Stigmatise comme un nouvel obstacle technique au commerce international, l'ecolabel pourrait etre discredite et son evolution compromise, malgre les possibilites qu'il represente pour la concretisation des imperatifs du developpement durable. Cette eventualite necessite que nous le soumettions a une analyse au regard des regles de droit du commerce international afin de determiner s'il est ou non l'outil d'une politique protectionniste. Que la reponse a cette question soit ou non positive, nous verrons, en derniere analyse, que l'harmonisation des differents ecolabels s'impose pour assurer l'essor de l'ecolabellisation des produits et services. Afin de mener a bien cette reflexion, il convient de repondre aux trois questions suivantes : Qu'est-ce qu'un ecolabel? L'ecolabel est-il une barriere non tarifaire de protection des marches interieurs? Quelles sont les possibilites d'harmonisation internationale des differents ecolabels ?

  • Challenges for Ecolabeling growth: lessons from the EU Ecolabel in Spain

    PurposeThe European Ecolabel (EU Flower) has the mission to encourage cleaner production and influence consumers to promote Europe’s transition to a circular economy. Nonetheless, little is known about EU Ecolabel evolution; it is not clear what the drivers that encourage its implementation are. Thus, this study aims to assess the growing acceptance of the EU Ecolabel in the European Union, and Spain more specifically, by examining product and service categories and geographical regions.MethodsThe methodological approach taken in this study is a mixed methodology based on the triangulation method by consulting the EU Ecolabel scheme database, EU Ecolabel delegates from some autonomous regions, and the academic literature. Also, a geographic analysis was run in the ArcGIS Software with data about the accumulation of licenses assigned in 2016.Results and discussionThe analysis shows that most products in Spain that have been awarded the EU Ecolabel belong to the following categories: Do-It-Yourself Products (paint and varnish), Paper Products, Cleaning Up Products, and Electronic Equipment. At the same time, the study showed that this ecolabel faces significant obstacles in its diffusion, such as the competition with environmental labels launched previously in Europe and other regional labels.ConclusionsThe results of this study indicate the existence of five drivers that may encourage the implementation of EU Flower in a region: (1) public management, (2) communication strategy, (3) sustainable public procurement criteria, (4) local income per capita, and (5) international trade incentives. Finally, this study provides essential recommendations for policymakers to trigger Ecolabeling practices such as the need to improve the understanding of the EU ecolabel impact in different levels of activity, which means countries, regions, industrial clusters, firms, and consumers. Also, this investigation identifies areas for further research, and it expresses the need to develop business case studies about Ecolabeling with the objective to visualize this phenomenon as an eco-innovation process.

    Abstract This study analyzes the importance of ecolabels as an eco-innovation tool that can contribute to the sustainable design, production and consumption of products. Our research has a dual objective. The first is to build a theoretical framework that explains the relationship between ecolabels and eco-innovation, their determinants (demand, supply, and institutional and political influences) and the dimensions that arise from them. Second, according to this framework, a systematic literature review was carried out to identify the trends and opportunities in Ecolabeling as a multidimensional topic, from empirical, geographical and sectorial perspective. The main contributions of this paper are a proposal for cyclical Ecolabeling innovation process, an understanding of the Ecolabeling dimensions according to the studies analyzed, and ecolabel performance in the market. Additionally, the systematic literature review revealed that ecolabels have been mainly explored in food sectors and, developed countries, and researchers tend to assess their performance from the dimension of market dynamics.

  • Consumer Preference Heterogeneity and Preference Segmentation: The Case of Ecolabeled Salmon in Danish Retail Sales

    AbstractPopularity of sustainably produced food products has grown rapidly in recent years. Ecolabels are used to indicate the environmental sustainability of products and have been implemented in the seafood market, with the leading ecolabel being that of the Marine Stewardship Council (MSC) for wild fish. However, the effect of ecolabels in consumer decision making remains unclear in regard to actual purchasing behavior. This study analyzes scanner data from a household panel in Denmark, accounting for consumer heterogeneity using random parameter and latent class logit models to identify the effect of ecolabels. The results indicate substantial consumer preference heterogeneity with respect to important salmon attributes. Salmon attributes that confer convenience to household fish consumption appear to be very important in consumer choices. We investi-gate differences in consumer preferences for ecolabeled seafood across the United States and Norway. Using a contingent-choice telephone survey of random households in each nation, a wide range of factors is found to influence consumers ' likelihood of purchasing ecolabeled seafood. Consumer preferences differ by price premium, species, consumer group, and certifying agency. The effect of these factors often differs between the United States and Norway, suggesting heterogeneity in international reactions to seafood ecolabels.
