    Abstract:

    Systemic Educational policy recommends creating more ambitious instruction in schools through a centralized strategy of mandatory curriculum frameworks, high-stakes student assessments, and coordinated teacher training. This article suggests serious problems with such a strategy and recommends a decentralized alternative involving local choice of curricula, technical assistance, and professional development. Arguments for, problems with, and alternatives to the centralized strategy are examined in eight dimensions of Educational policy: curriculum development, curriculum stratification, Educational Indicators, high-stakes examinations for students, school improvement, Educational finance, Educational governance, and teacher training. The article concludes with recommendations for policy and research.

    During the last 20 years, the mining sector in Peru has been experiencing sustained growth. Using census, administrative, nationally and regionally representative data we compare districts in the Peruvian Highlands with a recent mining development with suitable counterfactuals. We find that the new mining activities attract migration inflows, and have some positive effects over Educational Indicators, and that these impacts, on average, are smaller in districts with lower levels of corporate social expenditure. However, the results of this study suggest that the local potential welfare impact of the mining boom is largely untapped and corporate social responsibility has had a limited role in improving this effect.

    Abstract:

    Uncertain gates in possibility theory correspond to noisy gates in probability theory. They allow us to reduce the number of parameters which must be elicited to define conditional possibility tables in possibilistic networks. Usually the choice of the connector and its parameters is made by experts but sometimes if there is an existing CPT or if data are available, it can be interesting to perform an estimation of uncertain connectors. This estimation allows us to better understand how information is combined. Furthermore, it is possible to match one of three sorts of behaviour (indulgent, compromise, severe) with the corresponding information. This point is important for knowledge engineering. If the data are available, the estimation can also be useful to verify if the uncertain connector fits with the data, because expert knowledge is often imprecise and uncertain. In this paper, we will show how to perform the estimation of uncertain gates and we will illustrate our approach with several examples of results in the domain of education.

    Knowledge provided by human experts is often imprecise and uncertain. The possibility theory provides a solution to handle these problems. The modeling of knowledge can be performed by a possibilistic network but demands to define all the parameters of Conditional Possibility Tables. Uncertain gates allow us, as noisy gates in probability theory, the automatic calculation of Conditional Possibility Tables. The uncertain gates connectors can be used for merging information. We can use the T-norm, T-conorm, mean, and hybrid operators to define new uncertain gates connectors. In this paper, we will present an experimentation on the calculation of Educational Indicators. Indeed, the LMS Moodle provides a large scale of data about learners that can be merged to provide Indicators to teachers. Therefore, teachers can better understand their students’ needs and how they learn. The knowledge about the behavior of learners can be provided by teachers but also by the process of datamining. The knowledge is modeled by using uncertain gates and evaluated from the data. The Indicators can be presented to teachers in a decision support system.

    Abstract:

    Educational Indicators are metrics that assist in assessing the quality of the Educational system. They are often associated with economic and social factors suggested to contribute to good school performance, however there is no consensus on the impact of these factors. The main objective of this work was to evaluate the factors related to school performance. Using a data set composed by Brazilian schools' performance (IDEB), socioeconomic and school structure variables, we generated different models. The non-linear model predicted the best performance, measured by the error and determination coefficient metrics. The heterogeneity of the importance of the variable between school cycles and regions of the country was detected, this effect may contribute to the development of public Educational policies.
