    Abstract:

    The aim is to study if there is a connection between representation of media and information literacy (MIL) in Educational Legislation and other policy documents for upper secondary schools and its manifestation in school curricula. The study consists of content and discourse analysis and personal observation on one hand and a survey on the other. Data for the survey was gathered by sending an electronic questionnaire to the upper secondary schools. Response rate was 87.9%. Main findings are that information and media literacy are not strongly represented in the Legislation and the policy papers. The survey revealed that information literacy is not very often included in the learning outcomes of course descriptions and 48.1% claim that not at all enough emphasis is placed on information literacy in the schools. This corresponds to its weak and unsystematic representation in the Legislation and other government policy documents.

    A The present research reveals the importance reserved to scientific teaching under Law No. 4024 (1961) (LDB / 1961) and Law No. 5692 (1971) (Reform of high school), by analyzing the presence of the subjects of Natural Sciences (Sciences , Physics, Chemistry and Biology) in secondary school curricula (Colegial/2o Grau). Such laws were in force at a historic moment of great innovations in science education in different parts of the world, and also of external influences and interventions in the Brazilian Educational system. We present the analysis of documents that directed the curriculum documents at national level and of some states of the Brazilian federation in this context of changes The results presented in this study admit the idea that the scientific disciplines that, in theory, would lead to the formation of a scientific culture consistent with the social issues that were present in the context of the 1960s and 1970s, did not have a privileged space, in terms of presence and workload in secondary school curricula, according to the discourse of the laws that determined the curricular reforms of the period.     Communality refers to the responsibility and efficacy that education is meant to fulfill for both social and individual interest; and at the same time it has, as an essential feature of modern education, supplied a basic analytical pattern for education Legislation. However, China's education communality has long been understood as the nation's Educational goal to be realized under Educational management, and the communality that embodies the essential characteristics of education and the inherency have been neglected, the situation of which has led the Legislation to valuing power and order more but belittling right and freedom, and thus to the deviation of the demand of communality. Consequently our Educational Legislation has showed great limitations in the course of education reform oriented to a market mechanism, during which not only has the civilian right of equal opportunity for education received negative impact, but also the social public interest is hard to find a proper guarantee. Then the education cause faces a communality crisis, and there has an urgent demand for a correct understanding of the meaning and requirements of the communality as an essential objective of the Educational Legislation, for the improvement of which rationality, commonweal, justice and publicity must be followed.

    This study evaluates the recent political context in which foreign-born noncitizen immigrants in the United States exist, their traditional and new settlement locations of residence, and where they are most likely to use public policies that encourage college enrollment. Legislative trends indicate that state activity continues to evolve around the issue of college access for undocumented immigrants, whereas U.S. congressional activity on the federal version of this Educational Legislation and general immigration policy remains unresolved.
