    Abstract:

    The paper proposes an analysis of Money which starts from Electronic Money. In open contradiction to the traditional approach, characterized by a general lack of interest by theoreticians towards payment system issues, the paper argues that analysis of the distinctive characteristics of Electronic Money is bound to contribute to received monetary theory. After indicating the distinguishing properties of Electronic Money (which derive entirely from its technical features), the paper outlines their consequences on the principles of monetary theory. It is argued that recognition of the fact that Electronic Money is nominal Money issued in an operation of monetary intermediation, provides an analytical framework for a better understanding of Electronic Money issuance, as well as of the meaning of issuing Money. The analysis will show that only a deep analysis into the very nature of bank Money can provide a better understanding of phenomena such as Electronic Money, which is consistent with the evolution of financial and banking innovations, in particular with the rise of interest bearing mediums of exchange.

  • Development of web-based Electronic Money for online payment transaction

    Abstract:

    As the world becomes more connected, the number and variety of network resources and services requiring monetary payments will grow rapidly. More recently, protocols have been proposed to support online payment for such services over open networks. Credit card had been widely used as the online payment method. Due to the limitation of credit card which is not anonymous, it raises so many concerns on privacy and security issue; on top of merchant account, cost and caveat issue. In recent years, there has been considerable interest in the development of Electronic Money schemes. Web-based Electronic Money has the potential to take over from credit card as one of the online payment method means of making small-value payments and could make such transactions easier and cheaper for both consumers and merchants. The aim of this research study is to demonstrate web-based Electronic Money as one of the online payment method. Among the main expected characteristics, the Electronic Money must allow direct Electronic shopping over Internet, and the transactions must be achieved anonymously. This study shows the concept of the web-based Electronic Money by presenting the process of development for the prototype system of web-based Electronic Money that involves the literature review, analysis, design, implementation and testing of the system.

    Electronic Money has yet to become as familiar to consumers as cash, cheques and credit and debit cards, but may yet have the potential to be the greatest revolution in payment systems since the development of Money itself. Financial services practices and new technology are coming together to change the way in which we conduct our everyday life. The potentially universal acceptance of Electronic or "e-Money" for commercial transactions may have wide-ranging effects in our lives - not least, for consumers: for Electronic Money could serve as the tool which finally eases the pervasive consumer apprehension regarding online transactions. This chapter deals with the recently passed European Directive regulating Electronic Money Institutions (the "E-Money Directive"), which has granted legal recognition to Electronic Money, and has also provided an authorising foundation to financial institutions eager to deploy this payment method. Economists, regulators, government institutions and businesses are now gearing themselves up for the possibilities of Electronic Money in everyday life.

  • Financial Cryptography - Evaluating the Security of Electronic Money

    Abstract:

    After defining Electronic Money it is explained that the Dutch policy stance with respect to Electronic Money is that issuing value is seen to be equivalent to deposit taking and therefore subject to supervision. As a result the Dutch central bank actively monitors developments with respect to Electronic Money and reviews the schemes under the rules of the supervision law. The most important findings of the BIS-report on security of Electronic Money are summarized and an overview is given of issues that could be studied as a part of the review of an Electronic Money scheme.
